Well if you go outside the Regional State Building you're likely to get sniped even though there are no snipers within sight... that comes quite close to coming out of nowhere.

In the dream level, there are 2 peranently invisible ninjas right before the furies.

And if you read the script, there are 2 blackOps with cloaks that are deleted just as you near them.

but then, that is a DREAM. technically... it doesn't count.

Mecruy bows can shoot through glass and still have a shot.

Perhaps they can start cloaking when Konoko walks through a trigger, and after a while the cloak will wear off. Subsequent cloakings will be done by the AI until they die, also like Mukade.


Why not just make them permanently cloaked? Its so much easier.

Like already has been posted, cloaking cannot be maintained longer than 1 minute. After that, it causes cellular damage.

Depends on what glass it is. The snipers can't shoot through the glass at the ground level of the Regional State Building. Some of the glass in Oni is bullet-proof.

Anyway, no one said anything about shooting through glass.

As for permanent cloaking, it is like virumor said. Cloaking cannot be done for too long before your cells get damaged. Although Bungie can choose to ignore this and give enemies permanent cloaking, it will be seen as unfair and 'factually' incorrect. One of my favourite 'fair' features is that enemies, too, can run out of ammunition.

So, since Bungie is restricted by their own, erm, restrictions -- which is probably there also for game balance -- they might have find it a hassle, and rather useless, to have cloaked enemies since they will still be decloaked in thirty seconds or so. The player can wait until the enemies have decloaked before engaging in combat.

But being attacked by an (almost) invisible enemy can be as startling as getting shot by a Mercury Bow in the State Building level. The surprise itself is a good thing although it will be one-time-only and as mentioned above, the player can then wait until the cloak wears off before attacking.

It will be a cool thing for the ninjas to be able to cloak at will like Mukade, although that might be seen as stealing Mukade's 'limelight'. Besides, their health levels are too low to allow for more than two cloakings. Mukade, on the other hand, can pull it off well because he has plenty of health and hence, time, to do multiple cloakings and surprise the player.

Just as a question: is mukade's energy blast a ninjutsu ability or a technological weapon? he never draws a gun and can fire off blasts while twirling and about to teleport. this implies it's a power to me.

It's a weapon. Konoko can even pick it up and use it, if you use munitionfrenzy.

Yes. The weapon is one of the two pixel-size weapons. But was it intended by Bungie to be a weapon, or simply done so that the AI can fire something because otherwise they cannot accomplish the same effect? After all, that weapon is not 'publicly accessible' and can only be found if you use the munitionfrenzy cheat. In other words, it is not meant to be found and used.
