They aren't bad now

They all have the same moves as Konoko, hence they're all unbeatable... it's sometimes funny to play the Airport Level with a Female Civilian... very Die Hard like.

Any idea why Female Scientists don't have any moves ? Male scientists have the same moves as generic males.

While they can do every move Konoko can, even the Daodan enhanced moves like the Devil Spin Kick and Rising Fury (albeit without the effects and motion trails), I find their jumps somewhat lacking. Konoko and Furies can jump higher than the standard generic female.

I am also curious as to why female scientists, as well as Shimatama, do not have moves. I think this is Bungie's oversight, or that they probably didn't think it was important since all male and female civilians were not meant to fight, anyway.

The Male Scientist also canīt fight? Why?? They have this option disable. Also with Female Civilian in Aiport Level but can put this option enable see the script that I maked for charathers battles. Use the command ai2_noncombatant "name of charather" "0 or 1 (0 desactivate (activate fight) 1 activate (desactivate fight)).
For example: ai2_noncombatant Konoko 1 (Konoko canīt fight.)

Male scientists cannot fight but they still have the moves; their fighting abilities are merely disabled somewhere in the .sep or .raw files. Female scientists, on the other hand, cannot fight at all, even if we make them combatant because they do not have moves programmed into them.

Female civilians can fight in the airport - i once completed the level with the female civilian with the blue jumper Konoko saves in the beginning in the game.

Yes, but only the civilians. Shinatama and the female scientists cannot.

And about playing with other chars , how do u (let's say) play with Mukade in Sience Prison ? or maybe Final Level , is that possible !?

I think you can only play with him in level 9 and 10, as these are the only levels he appears in.

Some scripting experts might prove me wrong, though.

You probably would need to mem-hack for that.

Or edit sep, raw or dat files. I think ssg tried moved some characthers for other levels, with a hex editor. I dont know if he had luck.

If it is possible than it will be a great feature to have! I don't know how long we have been wishing to have this -- in addition to unlocking all moves at the beginning. Now that unlocking all moves is done, I eagerly await being able play characters previously not in the level.
