IKKM Welcome Info and Rules v3.00a – Updated 2008 JUN 28 - Additions/changes will be in purple
Welcome to Itsumo: Keiko Kitagawa Magazine (IKKM). This place is primarily for discussing the life and career of the Japanese actress Keiko Kitagawa and is run by love,keiko who is also the owner of the Itsumo: Keiko Kitagawa (IKK) web site! IKKM is currently hosted by InvisionFree.com (for free, duh ^_^) and the advertisements you see at the top and bottom of each page are not necessarily endorsed by the administrators, moderators, or members. love,keiko (Sade) is the boss here. maxemerg (Izzy) and karyuudan (Ryuu) help to keep things running as smoothly as possible while she’s busy with college and updating the web site. Sade pops in from time to time to check on things and join the fun, Izzy does daily maintenance of the member list and other things, and Ryuu (who is also busy with college) translates Keiko’s Blog entries and handles things when the other two are at school and work. In the words of PHUT the Muffin Man, “The forum is a privilege, not a right.” Got that? Most rules here are relaxed and if you break them, you’ll usually just be notified and asked to not break them again. However, any major rule breaking will be met with warnings, suspensions, or even permanent bans. So, please take the time to really read these rules! Notes: This page may look really long, but the summarized rules are all you need to read. They’re in outline form so they read quickly, even though they take up a lot of space. Also, please excuse the flatness and directness of how some of these rules are written. We’ve tried to reduce extra words in the summarized version to shorten the length and to make the rules easier to understand for our members who don’t speak English as their primary language. Some links (like the contact link on the next line) will take you to later sections of this page. To get back to where you left off, use your browser’s “back” button. Registering and New Members (if you’re not new, you can skip this) A “Registering” account is extremely limited. To see everything, you must follow the link in your validation e-mail (which will be sent from IKK@marsreiko.com, so add that to your white list). If you haven’t received it or are unable to validate for any reason, please contact maxemerg. If you find that you can’t access IKKM at all, you may e-mail maxemerg directly: izzy000@marsreiko.com. He will respond. If you don’t receive a response in 24 hours, add his address to your white list and try again. After you’ve validated, please read the summarized rules below. Then, take some time to read what others have posted so you can get an idea of what our community is like. The only new topic you can make is 1 in “Party People” to introduce yourself, but you’re encouraged to join other conversations that our members have started. However, if a topic is more than 1 month old, you should only reply to it if you have something important to add, like new information or an answer to a question. After you’ve reached a set number of posts, you’ll be promoted to an “IKK Member” and will be able to start a new topic in almost any section. If you accidentally typed your member name wrong when creating your account, you may contact maxemerg and he’ll fix it for you. If your member name violates the rules of conduct or creates a problem, we’ll contact you and ask you to pick a new name. If you don’t pick a new name or don’t respond, we’ll change it ourselves and notify you or we’ll remove your account. IKKM Rules Summarized This is a summary of IKKM’s rules. In most cases, if you read and follow this short version, you’ll be okay. Contact Information <-click
Rules of Conduct The rules of conduct apply to anything involving the members of IKKM, including posts, e-mails, PMs, and IMs. If you see any of these rules being broken, please contact an administrator or moderator right away!
Respect Please respect everyone here. Disrespect will not be tolerated. Examples of disrespect: obscene/vulgar language or images heavy profanity hurtful or hostile statements and claims statements or actions against anyone’s religious beliefs, sexuality, race, age, or gender
Flaming is not allowed. Flame wars will be stopped ASAP. All members directly involved will be dealt with appropriately.
Be aware of what you say and what others are saying. Tone of voice and expression can’t be typed and people may think a joke is serious. Try to clarify when making a joke or before taking offense to someone’s post. Even if it’s taken the “right” way, some jokes may still be offensive.
Treat others the way you want them to treat you. If you don’t have anything nice to say, maybe you shouldn’t say anything at all.
Keep it clean Decency Light profanity (“TV Swearing”) is allowed. Examples: damn, hell, bitch, bastard, ass Please limit your use of these words and don’t use them against fellow members.
Be mature about what you say. Avoid sadistic, gross, or overly sexual humor. Keep things PG13 or lower
Touchy Issues Please avoid extremely sensitive or controversial issues Be mature about them if they must be discussed.
Rumors Please avoid Internet-based rumors unless they’re about possible upcoming events.
People talking about something in several places online doesn’t make it true. Even published rumors are most often inflated or false.
Posting
Spam SNR (“Signal” to “Noise” Ratio)
Stay on topic. Use PMs for chatting and not posts in a topic oriented thread Side comments are ok, but should be used sparingly.
Don’t reply to a topic older than 1 month unless you have new information to add. 1-line posts: Be sure that they’re on topic and have value in some way Don’t make useless posts like “yeah, that’s right!” or “me, too!” Useless posts may be removed.
Most SNR spam issues are minor.
Double posting Please avoid useless double posting. Use the edit button if you forgot to write something in a recent post. Alternatives and exceptions: If you add something after a few hours have passed, you may contact maxemerg or another admin/mod and make a bump request. If several days have passed, posting after yourself is probably okay. Some threads may require frequent updates and double posts are usually allowed. Double posts may later be merged by an administrator or moderator. Accidental duplicate posts These don’t count against you. An administrator or mod will remove the post and reduce your post count by 1. If the duplicate post isn’t removed in 24 hours, contact an administrator or moderator.
Quoting Unnecessary or excessive amounts of quoting will be considered SNR spam. Please don’t quote the entire post just before your reply. Both posts are usually visible on the same page. If you want to reply to a specific part of someone’s post, you may edit the quoted text to show only the part you want. If you’re replying to several posts from different people, you may: Quote sections of each post. Direct a comment to a specific member by using @membername: followed by your comment.
When quoting an image, leave only the URL to the full image. Remove the [URL][/URL] and [IMG][/IMG] tags.
Commercial spam A simple solution to prevent commercial spam is built into our member groups. Any member posting commercial spam will be banned immediately and without exception.
Links to other sites It’s okay to promote your own website or others of interest within the proper forum or topic. However, we don’t want search engines to associate IKKM with some websites: Fake celebrity pages (people on MySpace pretending to be Keiko) Any site spreading false information, rumors, or fabricated negativity.
If discussing one of these, please “break” the URL and don’t put it between [URL][/URL] tags. NG: [URL=http://www.undesiredsite.net]http:/www.undesiredsite.net[/URL] OK: www .undesiredsite .net <-note the spaces before each “.”
Fonts Please use the default font face, size and color. If you do need to change your font: Please limit your use of large fonts. Don’t let your text extend past the standard width of the layout. Keep colors readable.
Images, media, and other files.
No direct linking Image limits All images File size: not larger than 350 kilobytes Dimension: not larger than 500 pixels tall or wide Anything not under BOTH limits must be posted as a clickable thumbnail or text link.
Avatars and Signatures Your avatar and signature count as a single image post and must be less than 350 kilobytes, combined. Avatar Display limit: 100x100 Signature Dimension: not larger than 300 pixels tall or 500 pixels wide If your avatar isn’t square, you may use your control panel to set a custom size. Example: A 200x180 pixel image should be set to be displayed as 100x90 pixels. Remember that the file size, when combined with your signature, must still be less than 350 kilobytes.
You may have multiple pictures in your signature, but the combined dimensions must not exceed 300 pixels tall or 500 pixels wide when displayed.
Image Threads Avatars, signatures, and image posts can be disabled under “Board Settings” in your control panel, if you have a slow connection and still have trouble loading pages.
Accounts
Member Validation A “Registering” account is extremely limited. You must follow the link in your validation e-mail. sent from IKK@marsreiko.com If you are unable to validate for any reason, please contact maxemerg. If you find that you can’t access IKKM at all, you may e-mail maxemerg directly:
Proxy IP addresses Using a proxy IP addresses is not recommended.
If you’re using one and you suddenly find yourself unable to access IKKM at all: A spam bot probably used the same IP address and we have banned it. Stop using the proxy and use a different IP address. If you can’t use a different IP address, e-mail maxemerg directly:
1 account per person If a member is found to knowingly have more than one account without our permission, all of their accounts will be permanently banned or removed. If we see similarities between two accounts, we will:
Remove one of the accounts, in the case of obvious mistakes Contact the owners of the accounts involved to determine the cause and discuss a solution
Sometimes multiple members will legitimately have to share a single IP address, and exceptions will be made in such cases.
Inactivity We periodically remove accounts that we have determined to be abandoned according to these conditions: Accounts not validated within 8 Days If you don’t log into your account for 30 days after you validate it Accounts not used for 90 days will be considered for removal. If an account is unused for 90 days and has 0 posts, it will be removed.
This is not a disciplinary action. If your account is removed for any of the conditions above, you are more than welcome to register again.
Name Changes If you’re a brand new member and accidentally typed your name wrong when creating your account, you may contact maxemerg and he’ll fix it for you. If your member name violates the rules of conduct or creates a problem, we’ll contact you and ask you to pick a new name. If you don’t pick a new name or don’t respond, we’ll change it ourselves and notify you or remove your account.
Any other request for a name change will only be granted if you have a very important reason. Usually, you must also have a post count of 300 or more.
Please contact maxemerg or another administrator if you need to change your name. All requests to change your member name are considered individually and must be approved by love,keiko.
Discipline
Most of the rules here are relaxed If you break them, you will usually just be told that you have broken a rule and asked to not do it again.
Some rules, primarily the rules of conduct, will have consequences when broken. Respect the administrators, moderators, and members, and you’ll probably be okay.
3 strike system In order to be sure most incidents are handled fairly, we use a “3 strike” system. When an a member has broken a rule, an admin/mod will issue a warning. Don’t contest this or get upset about it. Instead, realize that you have probably broken a rule and do your best to correct your behavior before things get worse.
If another incident occurs after two active warnings have been issued, a strike will be given. In more serious cases, more than one warning may be issued at a time, resulting in a strike.
Each strike will prompt disciplinary action. Like the warnings, more than one strike may be issued for a single incident, but this is extremely rare.
Strikes and warnings “wear off” over time. Warnings are active for 14 days. Strikes are active for about 60 days.
Strikes 1 and 2 Disciplinary actions for these strikes last for a number of days and are based on the the severity of each incident. If you try to “sneak in” with a new account, that account will be deleted, and your original account will be permanently banned. Possible disciplinary actions for strikes 1 and 2: Individual moderation You can access IKKM as usual. Any posts you make will require the approval of an admin/moderator before they are added to a thread.
Post restriction You can access IKKM as usual You will not be allowed to make any posts at all until the restriction period has ended.
Temporary suspension
Strike 3 Strike three is a permanent ban and requires agreement between all administrators. You’ll be added to our ban filters and you will not be allowed to visit IKKM again.
Complaints, defenses, witnesses, and mistakes Please report any posts or PMs that break any rules, especially the rules of conduct. For posts, you should use the “report” button located near the “quote” button just above the post. If you receive a PM that breaks the rules, copy and forward the full text to maxemerg or another admin/mod.
We consider complaints and defenses carefully before making any decision, and ask for input from everyone involved. We do accept criticism and try our best to be fair. We may make mistakes, sometimes, and we appreciate being made aware of them, as long as it’s done in a mature and calm manner. Comments made out of spite and without justification will be taken seriously and will result in further warnings/strikes.
Exceptions
General The administrators reserve the right to make exceptions to any of the rules as they see fit and love,keiko has the final say in any situation.
Rules of conduct For a few of the rules of conduct, some room is allowed for members who knowingly joke around with each other and use light profanity as terms of endearment. However, any insulting terms related to race, gender, sexuality, religion, or age will not be allowed.

Rules of Conduct
The rules of conduct apply to anything involving the members here including member names, posts, and e-mails, PMs, and IMs in, from, or outside IKKM. If someone is harassing you publicly or privately, or if you see someone being harassed, please contact maxemerg or another administrator or moderator right away! Respect Please respect everyone here. Any form of disrespect will not be tolerated. This includes (but is not limited to) obscene/vulgar language or images and heavy profanity. Don’t make hurtful or hostile statements and claims against anyone, especially a fellow member. Also remember to respect the religious beliefs, sexuality, race, age, and gender of others in order to keep a happy atmosphere. Flaming is not allowed. Members should not be afraid to speak their minds because someone is antagonizing them. We will put a stop to any flame wars as quickly as possible and warn, suspend, or ban all members directly involved. Be aware of what you say and what others are saying. Because tone of voice and expression cannot really be typed, people often mistakenly think a joke is serious. Take note of this and try to clarify before writing something or taking offense. Also, really think about any joke you decide to make. Even if it’s taken the “right” way, it still may upset someone. Treat others the way you want them to treat you, and if you don’t have anything nice to say, maybe you shouldn’t say anything at all.
Keep it clean Anything you hear on broadcast television in the USA is generally allowed. This includes “light” profanity like damn, hell, bitch, bastard, and ass. However, we ask that you limit your use of such words and do not use them against your fellow members. Be mature about what you say. Avoid things like sadistic, gross, or overly sexual humor as they can be very immature, offensive, and not funny to many. Avoid extremely sensitive or controversial issues. If you must discuss them, do so in the right place and in a mature and understanding way. If you can’t tolerate people disagreeing with you, don’t discuss those issues at all. And, for the people disagreeing, be mature and understanding, too! Try to not discuss Internet-based rumors. Just because people may be talking in several other places about something someone supposedly did, that doesn’t mean it’s true. Even published rumors are most often inflated or false.
Posting
Images, media, and other files.
Direct Linking No direct linking. Direct linking is posting a link or image tag that points to or uses a file stored on a server not owned by you. Directly using any file on someone else’s server which doesn’t load a web page is not allowed. Such act is bandwidth theft and doing so is like stealing. Please use one of the many free image or file hosting sites that exist or simply link to the web page where the file can be found. This also prevents dead links if the original site decides to remove the file in question. (Lists of image/file hosting sites and tutorials on how to use them here to come later)
Image limits To be kind to members with slower connections, we ask that you adhere to some limits when posting images. If you have a slow connection and still have trouble loading pages containing many images, you can disable avatars, signatures, and images embedded in posts under “Board Settings” in your control panel. All images File size: not larger than 350 kilobytes Dimension: not larger than 500 pixels tall or wide Anything not under BOTH of these limits must be posted as a clickable thumbnail or text link. This includes animated graphics.

Example: An image with the dimensions of 200x180 pixels should be set to be displayed as 100x90 pixels. Remember that the file size, when combined with your signature, must still be less than 350 kilobytes. You may have multiple pictures in your signature, but the combined dimensions must not exceed 300 pixels tall or 500 pixels wide when displayed.

Proxy IP addresses We don’t condone the use of proxy IP addresses because spam bots, mail servers, and other things will use them very often. If you’re using a proxy IP address, and you find yourself unable to access any part of IKKM without warning, it’s probably because a spam bot used the same IP address. This shouldn’t happen very often, but it can, so be aware. Using another proxy IP address is an option, but we’d prefer that you simply stop using one at all. If you have problems, You can always contact maxemerg and explain your situation.
1 account per person Only one account is allowed per person. If a member is found to knowingly have more than one account without our permission, all accounts they have will be permanently banned or removed. This includes registering an account “for someone else”! If we see that two or more accounts share the same IP address or have very similar registration e-mail addresses, we will either remove one of the accounts (in the case of obvious mistakes) or contact the owners of the accounts involved to determine the cause and discuss a solution. We realize that some situations will result in multiple members legitimately having to share a single IP address, and exceptions will be made in such cases.
