This is taken from another section for reference's sake.
"War right now is a joke. I now of clans who delcare war just because a friend of theirs didnt like the other clan. It's foolish. And there should be repricussions. War right now is basically one of two things, trashing the other clan and dissing them, or hacking them. And hacking, as the CotC has stated, is now illegal. Leaving war as a joke, once again.
The plan in progress is that wars will be properly conducted events. Almost like tournaments, with exceptions. Such as, if a person in a strategy game is defeated during that battle, they are "wounded" and cannot participate for "X" amount of days. Perhas maybe 1-2 days. But, the peacekeepers will be referees of sorts, making sure everything is played fairly and being responsible for recording every person who is "wounded" in battle, etc.
This format will be used for strategy games, RTS', etc. Different format of games will have different repricussions. In FPS' (first person shooters), whichever side/team wins is fine, while the side that loses is "wounded". And yes, I mean the ENTIRE side. This will encourage teamwork and give a reason to learn to work as a team.
In RPG's, if a soldier falls, just he falls. RPG's are more individual based, so this works as normal in this.
There will be a point scheme. For every battle won, "X" amount of points will be awarded. Extra bonuses will be given in war to the clan who reaches the preset points number, such as "faster healing", meaning shorter times of waiting before the wounded members can rejoin the war, etc.
There has also been an idea about using the actual "Star Wars Galaxy Map" and assigning each clan certain sectors for better storylines and more realism. This is up to you guys. If you want to see the map, I'l show it to you...
This new process will effectivly:
1. Create war into something serious. It will hopefully make people think twice about declaring war on other clans, and help promote peace.
2. It will give a real format to war, and give a real reason to train, practice, work as a team, and become more of a clan than just a "forum".
3. It will give a chance for heroes to shine in battle, yet most of all, enforce a sense of teamwork in clans, as well as knowing your not fighting alone, but with the soldier fighting beside you.
4. It will give repricussions to war.
5. It will allow the peacekeepers to have active duties in the clan battles (also, if a peacekeepers clan goes to war, he may choose to #1: Remain out of the war and remain a peacekeeper. #2: rejoin his clan and fight in the war, but his peacekeeping privileges will be suspended until the war is over.).
6. It will enforce the need for real leaders, real armies, and the need for more than just self-promoted leaders, but true charismatic leaders that soldiers feel honored to serve under in war.
Thats just a few bonuses of this new format to war. Please share any additional ideas, comments, etc."
For Clarification:
Basic Rules:
A clan may only go to war with another clan that plays ONE OR MORE similar game(s).
A clan must have at least one unwounded member in each division he plays (or is at war in) to participate in a battle.
A clan must follow all rules or restrictions set by this forset bill. Any disregard will be looked at as cheating and the member responsible or the entire clan will face punishment for the actions.
A clan must give a continuous updated member list to participate in a war. Any members not on the list will be looked upon as smurfs, and disregarded as active soliders. Meaning you will lose the privelege of that member fighting in a battle as a member until he is added to the updated roster. (A roster of all active soldiers in war will be added to the site and constantly updated, as well as casualties and victories/losses)
No less than one Peacekeeper must be present at every battle, and he MUST keep a record of the battle (In SWGB, he must recieve a recording of the battle, or, if theres less than 8 players, he'll be the host). That recording MUST come to me as soon as the battle is over. No exceptions.
Battles: Battles will be conducted at a preset time in a set game. Which games certain clans play will be set to a crossover roster. The clans that don't play one similar game will not be able to wage war upon one another.
Surprise attacks MAY be made, yet they will cost points, and the number of men allowed in a battle will be reduced in RTS games....
Battles will be conducted differently in different games:
SWGB: There may be up to 4 soldiers on each side. The battle may last for a set time, or until one entire side is defeated. There is no equality limits. If one side hs only one unwounded soldier who may fight, and the other side has 4 unwounded members who are ready to fight, that one member must either fight the other side by himself or surrender. In which case, if a member surrenders, then he is captured, NOT ALLOWED to participate in ANY battles until he is either set free, the side which has captured him is defeated, or the "planet" he is captured on is "liberated" (this is only in Galactic Planet Battles. Each individual player who is defeated is wounded, regardless of the sides winning or losing. Any member from either side who leaves the battle prematurly is automatically "Captured" and will be POW UNLESS their clan wins that battle.
EAW: Same basic format of SWGB. More details later.
SWC: Ingame A/E and/or dogfights only.
Wolfenstein: Enemy Territory: The entire side that loses is wounded, the side that wins moves on.
Runescape: Ingame death only.
Halo: Winning side moves on, Losing side is wounded.
Planets and Points:
Clans will recieve systems assgined to them by the UC by the numbers of men in their ranks. Every clan will recieve one system to start with, and then if they have over 20 active members, another planet per every 5 members. In games with mapmaking abilities, makemakers are encouraged to make a custom RM map for their homebase. You can even extent it to the point of making training bases and such if you wish for your own clan...
Points/Credits will be assigned by UC as well. In battle, each individuial person will recieve 5 points per EVERY ENEMY that was wounded and/or captured in that battle. The points will be kept track of on a separate sheet. In ADDITION, the clan will recieve 10 points per victory, as well as 5 points per person defeated in the forsaid battle. Loser gets nothing.
Points will be used for Healing a wounded member prematurely (before their "wounded" time is up) (20 points automatically, plus 2 points per days left until he would have been healed)
Also points can:
Purchase new planets (200 per planet, you may not purchase already claimed planets from the UC, you must purchase the planet from the clan that owns the planet at whatever price they set. ALL transactions must be recorded and sent in to the UC to be recognised, otherwise, it is considered a false transaction and will be ignored).
Hire Mercenaries (Whatever price they set. This is groups like Mandolores, and they do not have to be hired if they dont want...). Mercenaries are hired per the agreement set by the Merc leader, whether for one battle, or the whole war. All hirings must be sent in to the UC or they are considered false, and the mercs may not participate in the battle. No exceptions. Also, the clan that hires the mercs is automatically deducted 10 points (pts) from their total per INDIVIDUAL mercs that fight on their side. You should consider this when first hiring the mercs.
heal wounded members before they are automatically healed (see above).
Purchase upgrades and/or bonuses (this is coming at a later date)
Seal agreements with other clans.
More stuff coming later....
Wounded Members:
members who lose, or their side loses (see the battle format above) are wounded. They may NOT participate in battles, make point transactions, or anything like that for 7 days. They MAY be healed prematurely, at a price...
This also applies to POW Members and captured members. See above.

A few quick questions, just to be on the safe side. I apologize if some of this has been covered before, but
1. What do we do about allies joining the war? 2. Is it one clan, one vote or is it every member of every clan gets a vote? 3. Could another clan act as a mercenaries? 4. What determines how many credits a clan has at thier expense?
Comments: I like how the planets thing gives it a galactic conquest feel, but would that apply for a game like Halo or something?

first is, who voted no? Just out of curiosity...
And Nitro, your questions are indeed valid. I will answer them as best I can without going for an hour or two explaining.
1. Allies joining the war differs only slightly, and only that in some games. The points for victory are given as usual to the soldiers, and are equally divided between the allied clans.
SWGB: The soldier cap is now 2 per clan. The allied armies can either be on separate teams and ally with the other team, or be on the same team. (NOTE: Teams should be LOCKED upon launching the game.) There may be up to 4 clans in one battle, whether it is 2vs2, 3vs1, etc. the only exception is Global War, in which case the cap is 1 per clan, and 8 clans may participate, or Tournaments, which follow Global War format.If only 3 clans are participating in a battle (ie; 2vs1) then the remaining two slots are to be filled by Peacekeepers, who should then be the hosts of the battle. (peacekeepers do not nessassarily fight, they are there to view only, NO FIGHING PEACEKEPERS, and NO PEACEKEEPRS FIGHTING SOLDIERS UNLESS OTHERWISE STATED).
EAW: See above
2. every member of every clan gets to vote. I encourgge you to rally your members to vote.
3. Other clans CANNOT act like mercenaries, ie; they cannot be bought into a war by points. There may be negotiations between clans in which points are used to seal alliances, of course, but there is NO MERCENARY FEE for other clans coming into battle as allies. YET, if this clan does assist you in a battle, unlike mercenaries, they WILL automatically be seen as at war with that other clan, and will be subject to all the hardships of a war. If a mercenary clan or soldier comes into a battle, they are NOT seen as at war with that clan. YET, Mercenaries ARE subject to normal wounding times. (Also, if a member of your clan not on a member roster tries to participate in a battle, he will be allowed, but that clan will AUTOMATICALLY suffer Mercenary fees as that member will be viewed as a mercenary until he is asdded to the roster. These fees are non-refundable)
4. EVERY clan will recieve upon entering the UC (or for those who are already here, upon this being implemented):
One System, and more individual planets if they have over the system cap (see other section).
500 Points/Credits
Other things which I need to work out before posting here, ie; possibility of extra bonuses.
I hope that explains a bit. I'm currently working on an actual "Rules Sheet" thing whihc will explain everything.
ANYMORE questions? I would like some feedback on this from you guys.
Oh, and Nitro, as for your question about the planets, look at it like this.
The game/battle is just the battlefield. This is why basically any fighting game is accepted.
Each clan has their planets. If a battle is called on that planet (which its not now, but later there will be a system hwere you will actually be able to conquest the planets.) then it is fouhght like normal. It isnt the battle as muhc as the outcome that will change the galaxy, yet always remember, heros are born in battle. ;)

You guys are making it way more complicated than it should be. It should just be over planets. If your team wins you claim that planet and that counts as a win. You can deside how many planets you want to fight over. All that nonsense about wounded people, and points, will get noobs confused, sorry if that offends anybody, thats the truth. It does'nt really matter to me which way we do it, just telling you guys, you can use that wounded point thing for tournaments or something and Galxy/planets thing for Wars - more Star Wars like. But thats only my opinion. I didn't vote yet, probably vote yes. This system is really simple if you have BattleFront 2. Just giving some of my insight.
Lets see, what other clans here play Wolfenstein, Star wars Combine, and Runescape. Please specifise which Halo, and for what format.
Another question, Anakin why do you care, none of these clans can play you guys in a war. I dont think you guys should have gotten rid of your Star Wars games.
