Nope, it most certainly is not a legal list any longer, still cool and incredibly hard though

read the rulebook mate, it is still legal, it's in the apendix at the back of the book
 it's not legal in some tornies though  |

I know of no tournament where they are legal, nor any Games Workshop that will let you use them. In either case it is the only set of rules, use it when constructing army lists
