Chakra Seal Cuffs
Normally exclusive to Mist ANBU, these handcuffs help restrain a user physically as well as block their chakra points with the seal kanji engraved into each cuff. Though difficult to use in the midst of a fight, the handcuffs are easy to apply when the target is already restrained.
Mod: Prohibits wearer from using chakra and large weapons. Can only be used if enemy is caught flatfooted. During battle, cuffs can only be removed if wearer avoids confrontation (getting attacked/attacking) for three turns. Out of battle can only be removed when undetected.
Bundle: 2
Cost: 3,000¥

Wow. That's a really interesting concept. I like!

I'd say it takes a full-round action to get em onto the opponent. The roll should be resisted imo a bit more than flat-footed though because it takes a bit of time to put them on and haul the opponent's hands into the proper position.

Shinto shrines and places in japan use Shimenawa to keep evil spirits away, they're ropes with little white papers on them. You've all prolly seen em. If not do a google search.

The cuffs are pretty neat though. I'm making a jutsu for Missing Nin =D
