Luffy is likely to beat Kyubi 4 tails(luffy G2 is faster than sound, as can be seen from the sonic booms, and packs some powerful punches, KN4 have charkra shroud, but practically sits on his bum the whole time and probalby couldn't hurt luffy while he blitze around it), so could also be a draw. However against nine tails it's still unclear. maybe we should wait for it to actually demonstrate it's destructive abilities(aka cause tsunamis with a sweep of its tail).

To even be on par with the nine-tail fox, even the fourth hokage have a hard time and he's a genius. Fighting against the nine tails with raw power is not a good move. This battle tilts in favor to the Nine-tail fox.

After witnessing what the 6-tails did I'm going to say that 9 tails certainly have this.
