This is a great new feature we have added. "Territories" obviously, an Icer won't be walking around Renza easily right? That's why we have made the new territoties rule. You can't walk freely around an world unless you've proven you're there for no harm. Of course if you're saiyan, most likely they'll assume you're from that planet. Once you 'cause trouble everyone will hear about it. So if you're a saiyan and you go to Ica, you're probably going to be attacked unless you have someone with you. Namekian's are a kind and accepting race so they won't be ready to fight any icer, or saiyan to come there automatically. But they will keep and eye out for you, if you look suspicious.
