Any transgenic falling pregnant within Manticore's Breeding Program must first be accepted by either of the three Admins on site. This is due to some pairings on site not being in keeping with offspring Manticore would hope to produce from the pairing of the two X-series.

For example 09ers would not be prime candidates for the breeding program unless Manticore believed that certain, abilities, valuable DNA etc would be passed over to the offspring, in this case the pairing would probably be with a X-series deemed to be extremely loyal to Manticore and has shown no sign or want to escape while on a mission or from within the compound.
