I ask this because I have never been able to find a site on the web that explains this but, WTF is the truck beside the S.S. Anne there for?

Nothing, however, you can actually get Mew in those games.

You have to get Abra, north of Cerulean city, but do not fight the kid in the grass to the left of the bridge. Get an Abra, and go above the kid, and inch downward. As soon as he sees you, teleport, then simply walk north to Nugget Bridge.

TADA! Mew appears.

Don't believe me? Try it! It's amazing.

The truck is pointless, though.

I love how the rumor was if you used strength on the truck you'd find mew. I actually went ahead and did that (By trading myself a pokemon with cut) so I didnt have to go to the ship, after getting strength and surf I went there and nothing freaking happened :angry:

Players found ways around this by trading Pokémon knowing Cut to other games which did not have the HM. The rumor was proven false.
Another method to prevent the ship setting sail was to challenge a Trainer after obtaining Cut, and losing the battle on purpose. The player would be teleported to the Pokémon Center in Vermilion City, and the ship would not leave the dock, making it accessible later in the game when the player had obtained Strength/Surf.

In the Generation III remakes of Red and Blue, the truck is still present, however, there is actually somewhat of a point to get to it this time around. On the pier it is on, if the player walks down a bit, they can find a hidden Lava Cookie, unavailable until later in the game. This could possibly have been put into the game as a reference to the old rumors.
