1: Open a new image 500 x 110
2: Go to "Filter" > "Render" > "Clouds"
3: Go to "Filter" > "Render" > "Diffrence clouds"
4: Press "Ctrl + F" until you get some light, (but still a little dark) clouds
Like theese:

5: Go to "filter" > "Stylize" > "Wind"
Theese settings:
Method: Wind
Direction: From the right
6: Go to "filter" > "Stylize" > "Wind"
Theese settings:
Method: Wind
Direction: From the left
7: Go to "Image" > "Rotate Canvas" > "90 CW"
8: Go to "filter" > "Stylize" > "Wind"
Theese settings:
Method: Wind
Direction: From the right
9: Go to "filter" > "Stylize" > "Wind"
Theese settings:
Method: Wind
Direction: From the left
10: Go to "Image" > "Rotate Canvas" > "90 CW"
You should have somthing like this now:

11: Go to "Filter" > "Brush Strokes" > "Ink Outlines"
Use theese settings:
Stroke length: 1
Dark Intensity: 20
Light Intensity: 10
You should have somthing like this:

12: Press "Ctrl + U"
Choose a color you think looks good.
You're done!
You can always play around with step 11 and 12 until you get somthing you like.
