Thanks David. I'm thinking the same. He's been in a box for 20+ years and now I can't find any reference for him. I was going to flog him on e-bay, but I need to know who he is first!

There is a Yahoo group called Collecting_Citadel_Miniatures that has a load of Buffs on it (thats the UK use of the word buff, by the way - I don't think they all paint models down at the Gym!)
There are some differences. Each of them has some added difference, though, so they might all be based on the same basic base. ("Base base base," so to speak.)

I think you nailed it - he seems to be the DA69 General figure! A rather obscure old school figure indeed. I'll stick him on e-bay and see if he's worth anything!
