Or a board with 10 carefully thought out characters and 50 GMers, half of who are inactive.

I'd choose the second one.

I dunno, I think we can manage finding over 5 competent RPers. Hell I doubt it'd be hard to get to 20 competent members, there just needs to be that proper kind of advertising people need. I'm sure there's some kind of site or directory that shows people who are looking for a good Naruto RP, which could give us the upper hand on inviting competent players while at the same time keeping away from the GMers and nubs.

Look through the posts on that site I tried to make.
It's not easy to get members.
Jiyuu had a lot of members before because they saw that it got started and they started to join up. If it looks too serious or w/e, not that many people will join.

I'm not saying to make it so easy and stupid chart could get in, but don't make it too hard.

Lets not try and direct this at anyone else, you mean me really. I really dont want to get into some long explaination as to why I look over charts the way I do, mostly due to the fact it will just piss people off I am sure, so I will just say: No comment.

Really, it seems I just piss people off by existing, so I guess I should act more like a ninja.

Honestly, the more complicated the chart is, the more scrutiny it's going to come under. If someone makes a hand to hand fighting chart, or a elemental ninjutsu chart with 5-6 jutsus, or anything standard like that, it's much more likely to get passed than the chart involving an all custom bloodline, or jutsu styles that haven't been seen in the series at all.

And really in the process of making sure something isn't totally unfair, we might over scrutinize things. I have standards that I'd like to uphold when it comes to the technique charts which include:

A ) Does it make sense?
-Are the techniques actually useable?
-Do all of the techniques follow a common theme?
-Are all of them relevant to the chart?

B ) Is it fair for both the user and their opponents?
-Are the techniques properly ranked?
-Are the techniques balanced?
-Can the chart win?
-Is the chart beatable?
-Are any of the techniques overpowered?

C ) How does it relate to other charts?
-Is the chart similar to another?
-Can this chart be incorporated or mixed with other charts?
-Should there be any restrictions on matching this with another chart?
-Should it be restricted to secondary or primary only?

That is more or less what I look for when I go through a chart. In addition to that, if there's anything I have doubts about, I'll bring it up with both Omega and Kintaro. See, I'd like to think of myself as somewhat creative and logical. Kintaro thinks in almost the same vein as me, but we tend to vary at certain points. So if we disagree on a chart or specific technique, we can at least discuss it from our respective view points. Omega thinks in a much more standard and calculated way than myself, so he's probably the best out of our crew at breaking down each jutsu and looking at it in a practical way.

I figure between the three of us we do a fine job, because even in disagreement we at least make progress. Even though it looks like all 3 of us are against you at times, we're constantly talking among ourselves on all of your behalfs, looking for the best way to resolve the issues with the charts.

So yeah, stricter than before? Yes we are. Go easier? Probably not.. LoT, your chart was about to be accepted by me, and the only issue you and Omega were having was the shiel, a problem already discussed and solved.
