Do you mean a hidden village like Konoha? Or a stereotypical village?

And if you want this character to be unique, I'd suggest making a new tech chart for him. Like, modify the Katon chart and make up some techniques or something. In his bio, there's something special about him, but with the regular Katon chart, you can't really do much except anything anyone else with the Katon chart can do.

You can make a chart called Expanded Katon or something, but make sure to put it under technique registration.

You don't have to make it, but I think it'd be a good idea personally.

If you don't make it, he's accepted.

If you do, you have to wait for the chart to be accepted, but the character is accepted.

Sorry, by accepted, I mean the character is okay, but you can't rp until the tech chart is through.
