Ok, again I must ask the council of the entire board, this time regarding two issues.

The first has to do with three members, all three of whom have a set of twin characters. They are JauntyHat, Lord_of_Tayopia and Sayuko-Karinyu. LoT and Sayuko are using a chart that is very similar to that of Sakon and Ukon in the series, meaning that they share the same body. Personally I think that these the twins should only take up one character slot, but this could lead to an odd situation in the chuunin exam. I just don't want any complaints. Does anyone feel they should count as two?

Because Jaunty's characters are so different, and independant, they take two slots.. protest it if you want. I know that having a 3 character max can be rough when you have so many options. :lol:

Secondly, there's the situation with water jutsu. Traditionally, water jutsu would only be useable if there is water nearby. Now, in a lot of cases, that's just not possible.. I mean, how often are people going to be by a large body of water? Considering that people may want to use this as a main or side chart.. it seems somewhat unfair to either force them to constantly carry water around, or stop them from using their jutsu the majority of the time.

I think I may allow them to create water with their skills.. thoughts on all this?

Water jutsu

Higher level shinobi can use water jutsu without having water readily available. Now whether this means lower level need to carry water or not doesn't really matter to me.

For water jutsu I think creating water would be ok, but just for pretty weak jutsus. And there is also the water vapor in the air y'know?

But for the twin thing, LoT and Sayuko are Sakon and Ukonish right? So does that mean one twin is pretty much just sleeping or whatever like Ukon is? If thats how it is, then I think it should only take one slot. But for Jaunty's twins, I think they should take 2, since they're independent and stuff like FaB said. :)

Well, if you have it where at some point you dont need to be near water to use them, then you need to put something extra on the move. For Example:
    Mizu Bushin no Jutsu (Water Clone no Jutsu)
    Type: Ninjutsu
    Chakra: 5,000
    Without Water: 7,500
    Description: This Ninjutsu technique uses water as its base for creating the clones. Each clone is one tenth as powerful as the ninja using it and has a limited range it can move away from its creator. Like the Kage Bunshin no Jutsu (Shadow Clone Technique), this clone can attack.
Now people can see how strong they have to be before they can use it without water nearby. Or you could just have a certain point where they can use any without water, and not do it on a jutsu by jutsu basis.

As for how much more you would need, thats up to you. I just picked a random number.

As for the twins thing, I see it like this: If the twins are glued to each other and cant fight without the other, then its one character. If they are independent from each other, then two characters.

I have no problem having two slots for my twins actually, im not planning on making a third character anytime soon. Feel like i need to tone it down a bit from NRP anyways. As for water jutsus, i think they should have water readily avaliable for them to actually do one, but im not saying they should be limited with the water they have, theres water in the air for instance and they can use the water around them as a starting point and it can grow to the point where they can easily use it.

I say that the Sakon and Ukon twin types should either be one character if that the character who is inside the other twin does not leave that twins body and act freely . Otherwise, two characters.

for the water it makes sense just like if you were a sand user you would have to carry around sand....but when you get higher up it makes sense that you can take it out of the air(water) or the ground(sand)

and for the twins i think of it like this the twins will always have the same jutsu as the other twin...and most of their jutsu will rely on the other twin....so i look at it as thought the other twin is like a pet or a puppet its part of the fighting style and they are only seperated when they need to be seeing how it helps to the character to have themselves together .....so id say one character for me....because it just makes sense....to me that would be like saying a puppet user shouldnt be able to have more than one puppet because each one could do different things....weapons, traps, jutsu.....it makes sense if you think of it that way
