Overview
The Free State of Adana is ostensibly a socialist nation, but in practice, it is an almost completely anarchistic society, with the degree of the rule of law being largely dependent on your proximity to the three regional capitals, Stormwind, Istien, and
Marrakesh (formerly Market Town). However, as a whole, crime is extraordinarily low, largely due to the disproportionately harsh punishments inflicted on criminals, meaning that ordinary farming and commerce continues largely unharried, though bounty hunters and mercenaries must often be employed in the worst cases of infringement. The three former Imperial Army Legions now maintain their rule over these respective regional capitals, and the Generals have bi-monthly meetings on government policies in different locations every month, in order to prevent assassination by the Folsted Imperium, which Adana is still at war with, forcing the maintenance of the state army at nearly 1 million men, which would be unsustainable if not for the massive contributions of food by Meliora, and huge state assistance for farmers.

Government
The state government is 'democratically' elected, which in practice means that whoever proves most capable of bullying voters into submission becomes the ruler, meaning that the original rebels, the commanders of the three rebel Imperial Army Legions, maintain their ostensible rule over the country. Approximately 60 percent of all government spending goes towards military purposes, and the only major infrastructure that is maintained are the roads, which are nearly universally acknowledged as the best roads in the whole Melior Peninsula. Nearly all the rest of government spending goes to assisting farmers, alchemists, and miners, to maintain supplies of food, gunpowder, and iron for the war effort.

Race
Adana as a whole is incredibly racist against all Elves, as the three rebel Legions were heavily involved in the Secession Wars, and nearly all of the soldiery have developed an intense hatred for Elves. This hatred extends even to the Drow, who though much darker-skinned than their compatriots, still nonetheless have many of their physical characteristics. As such, pogroms against 'knife-ears' as they are known are common, and many elves have either taken to hiding their heritage, with impromptu 'surgeries' being carried out in many homes to create the rounded ears of humans. Some elves, however, are sufficiently deadly, whether as hedge-mages or as warriors, that they have earned a callow form of respect, and so there is a small, mostly unharried Elven population still living in the University district of Istien.
Nearly all other races are accepted in Adana, but the overwhelming proportion of the population remains human.

Guilds
The Veritoim maintain their traditional heavy presence in the Dockland areas, providing the various mildly-illegal creature comforts, and extremely illegal assassination services, with almost no interference from the Generals.
Athanhaer elements in Istien continue to educate some Adani in the ways of magic, largely working out of the newly-founded University of Magic.
Worship of the Eight, while not prohibited, still comes under close scrutiny, thanks to the largely Secularist viewpoint of a great deal of the population, with Fire, Fate, and Air magic being the most heavily scrutinised of them all, thanks to the Folsted Imperium's ownership of the lands surrounding Hyrai, the ruins of Y'landara, and the historic hatred of Venea Zephyrius by the Lucius family.
The Three Knightly Orders (The Black Blades, Order of the Rose, and the Knights Protector) were decimated in the initial stages of the Invasion War, and have almost completely reorganised; the Black Blades are now spread throughout the entire state, operating as a form of secret police for the Generals, relinquishing their traditional full plate and charger for sword and pistol. The Order of the Rose now functions as the protectors of the University District in Istien, and the Knights Protector have merged with the Adani army, forming the State Dragoons.
Project Seven maintains their bases in Adana, having reformed as an extra-national organisation, and ferret out most 'unnatural' elements in the country, as well as occasionally hiring out as mercenaries.
The Order of Witch Hunters has collapsed entirely in Adana, their roles having been completely replaced by Project Seven and the Black Blades.

International Relations
The Free State of Adana continues to war against the Folsted Imperium, with varying success; the front-lines have barely moved in the last four years, and more than a million men and two million Felori have met their ends in the constant skirmishes. The three Generals rotate generalship of the war effort between themselves every two months, and death on the front lines is now the most common reason for new rulers, with seven replacement Generals in the past five years. General Imus Kantor is now the only surviving General since the Revolution five years ago.
Adana maintains cordial relations with Meliora, with Meliora providing surreptious contributions of weapons, armor, and food to the war effort, and overtly providing training, both magical and martial, for the Adani army.
Adana refuses diplomatic ties with Anstruth, due to the Legion's long-held hatred for the Elves since the Secession Wars.
Adana is allied with both Salus and most warlords in the Border Princes, receiving troops from the former, and military assistant in the form of bandit raids on Felori convoys from the latter.

Overview
The Border Princes is a catch-all term, referring both to the area that is ruled, which by and large is restricted to the Grey Mountains near Liresul, and the rulers of this area. The Princes are, for the most part, glorified bandit chieftains or warlords; some have overcome this heritage better than others, but the fact remains that all of them came to power, and maintain their power, largely because conquering and holding them would be too much strain on almost every nations' militaries, and because they provide a sink for the very worst people to run off to, instead of forcing their respective nations' governments to do so.
There are anywhere between fourteen to seventy-three Border Princes, depending on your definition, as there are seventy-three warlords, each based in their own often run-down, hasily thrown together shanty town, in the area referred to as the Border Princes, but the vast majority of them owe fealty to others, creating larger blocs largely based on whoever has more swords and guns at their call. The biggest blocs are those of Prince Leonid Baeder, with eight towns he has some degree of influence over, as well as control over the crucial Black Fire Pass, and Duke Konstantin Mawn, also with eight towns beneath him, and control over the equally important Red Rock Pass.
Each of the seventy-three Border Princes rules a small area on the border with an iron fist, demanding 'taxation' for the 'safety' of passing caravans or citizens, but will leaves nearly all activities alone, provided they do not interfere with his wishes; substance abuse, murder, thievery, espionage, and nearly anything else considered illegal in more civilized nations are norms, provided they do not impinge upon the warlords themselves. The only difference between a Prince who owes fealty and one who is owed is that the one who owes it pays a literal tithe of his income to his liege, and in return he is guaranteed protection by his liege, in case of an attack on his Princedom. In this sense, the Princes maintain the same traditions of the bandit chieftains they once were, only becoming involved when absolutely necessary, and ignoring all other events.
Coups against the Princes are common, but rarely successful, as nearly all of them earned their places through their very strength at arms. All of the Princes, whether owing or owed fealty, style themselves after nobles, giving themselves titles such as 'Duke of the Great Taiga', in the case of Duke Mawn, and though most feel their titles to be unearned, they are now a key part in the new status quo on the Melior Peninsula.

Government
The Border Princes share no unified government; crossing into one different Prince's territory will have different laws, if there are any, than in another.
Generally speaking, however, most towns in a certain region of the Grey Mountains will fall under the auspices of one major Border Prince, and so have the same general set of 'laws'.
These governments are largely anarchistic, but in the important areas, namely taxation and defense, they are autocracies. Only one Princedom is 'democratic', in that only those who bear arms are allowed to vote for a leader, meaning that in essence, the warlord who pays their salaries is constantly 'elected'.

Race
The Princes have no issues of race; indeed, instead of discriminating against most otherwise-commonly-discriminated-against races, they attempt to actively draw in trolls and giants, in hopes of being able to outmatch other Princes' armies in quality, if not in quantity, of their troops, though all other races are also welcome.
In fact, the Princes have pioneered brilliant strategic advances in their competition against each other, making use of Banshees and the Felori tribe of Ala'Qun as grenadiers, which strategy has seen heavy use on the Adana-Folsted Frontline.

Guilds
Of all the formerly-Melioran guilds, only two organisations have managed to grow into the Border Princes; the Veritoim face far too much competition and anarchy, not to mention active opposition from the Princes themselves, who see the Guild system as a possible competitor for influence, to put down anything more than feelers in the area, while the Knights and the Witch Hunters never had anything to do with the Grey Mountains, save in Liresul.
The Athanhaer, who despite their loose organizational requirements, still have their outlaws, have numerous unofficial 'schools' in the Border Princes area that attempt to bilk the magic-starved bandits out of as much money as possible for as little as knowledge as possible. For the most part, the main body of the Athanhaer are oblivious to this state of affairs, though none can say just how much Delilah herself knows about it.
The only other guild that survived was Project Seven, which, prior to the warlords seizing power in the Grey Mountains, already had no less than three bases in the area, and have since offered their part-mercenary, part-protector brand of violence to every warlord in their sphere of influence, in return for every OCI they can find.

International Relations
Each Prince has his own web of relations with each separate nation, but for the most part, the Princes remain well-disposed to Adana and Salus, retain some reasonable relations with the Folsted Imperium and Meliora, and actively detest Anstruth, seeing them as competitors, as they hold the only other exit to the rest of Tamelise.

The Folsted Imperium

Overview
The Folsted Imperium is an aggressive, imperialist, highly militarised, monolithic, totalitarian, monarchistic state that obliterates all other cultures it subsumes. This is entirely necessary, given the massive empire it controls, the vast number of cultures, whether small nomadic tribal groups in the Central Plains, or the large kingdoms of the east coast of Tamelise it has swept over.
Regardless of its violent solutions to most external problems, its need to conscript all conquered young men to continue their Crusade, and the blatant misogyny it promotes in its newly-conquered territories, the fact remains that to live and trade within the Folsted Imperium is to be perfectly safe, save from your own rulers. Only three times has the Folsted Imperium lost a war, once in open battle with Northport, in battle with Nagashizzar, and at the hands of constant guerilla raids in Esdoy, and only once has it ever signed for peace, in the lands of Meliora. There are almost no bandits or other criminals in the Folsted Imperium, making it a preferred destination for a great deal of traders, and the high levels of interracial integration ensure that most minorities are more than willing to cooperate to protect themselves from the often-violent majorities.
The Folsted Imperium currently has no less than seven wars in progress, most of them meeting with success, though the war in its newest and furthest province of Harkan is currently stalled, and awaiting fresh reinforcements.

Government
The Folsted Imperium is administered by Emperor Folsted I, though a large part of his orders are carried out through the Imperial Service, which is at heart merely a different feudal system, though there are a few differences; the bureaucracy is an essential part of the system, serving as checks and balances on the new viceroys, and the Imperial Service is constantly under the watchful eyes of the Fedaykin, the elite of the Felori army. The Imperial Service is restricted to members of the Second Circle of the Tribes, meaning that only the nobility are in a position to carry out his work.
In the Felori Isles, however, the Emperor's demands are directly administered by three separate organizations, which he plans to expand out to the conquered lands as soon as he feels they are ready. These organizations are the Council of the Twelve and One, who administer all religious activity in the Isles with the assistance of their personal soldiery, the Inshallin; the Sons of the One, an exclusively Third-Circle police force with effectively unlimited powers, led by the Emperor's chosen successor and head of his personal guard, Indrick Nihlan; and the Circle Council, which administers all members of the First and Second Circles as a true civil service.
The Folsted Imperium is extremely stable, with cooperation being rewarded lavishly, and dissent being punished in the extreme, and this is assisted by the large numbers of police, secret and otherwise, in the streets; by the extremely harsh laws against almost all crimes; and by the condemnation of any sense of racial superiority, not merely in the form of laws, but in actions as well, as most viceroys of conquered territory are chosen from the conquered peoples, after the initial ten-year period of establishing the governmental infrastructure. There is almost no crime, there has been not a single rebellion for sixteen years, and the people, Felori or otherwise, are supported by extensive government aid in times of crisis, such as famine. Taxation, while high, is also fair, with peasantry taxed less than the bourgeoisie, and both actually taxed less than the nobility by law, a novel invention across all of Tamelise. Basic education is provided for by the Imperial Service, which mandates all children must attend one year of free schooling at the age of six, which will teach the skills of reading and writing, with all education with civilian applications, whether in mathematics, natural philosophy, or other fields, being subsidized, and all education with military applications, such as engineering, medicine, or artillery, being wholly paid for by the government, with a five-year bond to the Imperial Army immediately upon graduation at sixteen.

Race
The Folsted Imperium has no racial policies; while it may appear that the vast majority of those in power are Felori, this is largely due to the fact that the Imperium was only established nineteen years ago; indeed, in much of the Conquered Lands, the viceroys are of the native races, as is much of the Imperial Service, though there are always Felori near the top echelons to ensure loyalty.
Only in the military is there any racial preference, and that is due to the fact that Emperor Folsted believes that the Muth'Ser, having been the Second-Circle's Warrior Caste before his Conscription Act, is much better suited to command, at least until all other races and Tribes are educated equally.

Guilds
None of the Melioran Guilds have survived entry into the Folsted Imperium intact.
What few Veritoim agents left serve as spies in the conquered lands, though many are caught before any useful information can be conveyed; assassination or theft of plans are completely out of the question, due to the heavy military presence, the sheer number of secret police, and the curfew.
Project Seven has reinvented itself as an extranational organization that aims to prevent any 'extranormal events' from occurring, and so operate effectively outside the law, though agreements reached with Emperor Folsted through intermediaries ensure that they are largely ignored, and most events with associated collateral damage is covered up.
The Athanhaer have been hunted down and obliterated, due to the Felori fear of unrestricted magic users, though the more high-ranking members have merely been deported so as not to jeopardize the Armistice.
The Order of the Rose and the Brothers of Fate were obliterated in the defense of their respective cities, though it is said that the Brothers of Fate continue a guerilla offense in the ruins of Y'landara, awaiting the return of Calixto.

International Relations
The Folsted Imperium maintains cordial relations with the Kingdom of Meliora, though 'incidents' have been known to occur along the long border. Both nations have embassies in each others' regional capitals, it being deemed too long a distance to send the Melioran Ambassador to the Felori Isles.
The Imperium remains at war with the Free State of Adana, though the war has largely stalled, both sides awaiting reinforcements. Peace is not being considered.
The Folsted Imperium has no diplomatic interest in Anstruth, though cordial relations are maintained.
The Imperium has an agreement with the Red Rock Bloc of the Border Princes for safe passage through to Liresul, though all other Border Princes see their caravans and convoys as fair game. Losses in the mountains are nearly one for one, and the Imperium is renegotiating to be allowed to take more troops as guards.
The Imperium has extensive trade relations with Salus, both nations maintaining embassies in the others' regional capitals.
