If a wizard takes a magic item that is a shield can he/she/it still cast spells?
It is my understanding that wizards cannot have shields or armor of any kind. I believe the rule is something like if you could not have the normal equipment, you cannot have the magical equipment.
I'm sure the Big Purple Mino with the rune of Rules will respond soon with exact wording and page numbers but....BEAT YA ZAK.

Rakka is right, unless your mage is entitled to use the normal version of an item can he take the magical one...
So, unless your mage have a shield option, no magical shield either...
The only exception to this is Chaos Armor... Because the description clear;y state that it can be used by a chaos mage...
