Changin My Life (you might want to youtube eternal snow so you can see the translatons, i recommend Love Chronicle, Smile, Star Dust (sounds sadder than the rest of her other songs), sayanora, and Embraced Love)

Ayumi Hamasaki (she has so many songs but the best thing about her is she makes both dark (sad) and up beat songs...she has an album(well it's a two disk album) out called A Best 2: Black/White (Black has the darker songs while white has the happy upbeat songs on it).

Angela Aki she sings both in english and japanese and is only accompanied by her own piano playing.

...well I don't usually listen sad songs and of right now I can't think of any good ones I've listened to in the past so I hope my list could help you some.

i'm a total killer for sad songs, especially if the lyrics relate to my problems.
here are some of my favs:
-broken by seether feat. ...that one chick from evanescence
(the lyrics are heart-breaking, but i still love the song overall)
-kono shiroi yuki to by fujita maiko
(i LOVE this song. the lyrics are sooo bittersweet!)
-saigo no I love you by katou/katoh miriya
(the lyrics are pretty sad here, too. related to me in a lot of ways.)
-UNHAPPY by shimizu shouta
(the lyrics are a little more guy-related, but this is my favorite out of the list)

To Zanarkand, from FFX is sad, and beautiful as well

The whole Lord of the Rings soundtrack is AMAZING. There are a lot of moving, orchestral works in there, especially the scene where Pippin is singing, and the Rohan theme.

Yann Tiersen's Amelie award winning soundtrack is also very sad. It's completely piano, but so transparently beautiful to listen to
