Priority lotting (ie: Garrison tokens providers for their garrison runs) should take place before any other type of lotting.

With the exception of rare/ex items, nothing is consider to have entered the common loot pool until after priority lotting is done.

If non-rare/ex-items autolooted before priorty lotting, the priority lotter should be allowed to ask for those items.

As a cavaet to this, if priorty lotting takes too long, non-rare/ex-items already autolooted may need to be put up to a /random.

Autoloot does not start till after the priority lotter finishes. Everything obtained beforehand is still considered to be in the common loot pool.

I guess a simplier way of saying this is that autoloot does not start until after the priority lotter has finished. Everything autolooted before then is still in the common loot pool; and may need to be re-randomed.

Yes, I know this is clunky. And hopefully these situations will be rare, but it is in the spirit of common law.
