Supernatural Laws
---------- To date, the United States is the only country that has legalized vampires and lycanthropes into citizen status. Outside of the US, they aren't considered people at all, and it is encouraged to hunt and kill them. Because of this, it isn't uncommon to see many preternaturals coming into the United States. They are granted the same civil liberties and freedoms that humans now enjoy, including owning businesses, and must pay taxes and be part of the system like anybody else.
However, this all comes at a very heavy price. The price to pay for such freedom is a much stricter line of punishment when you commit a crime. While you won't be tortured and killed for jaywalking, you don't get certain rights that normal humans do. An order of execution is simply that - a death sentence. There is no trial, there are no Miranda rights, there are no lawyers involved, and there is nothing gentle or humane about the way you'll be killed. If it takes sawing you in half with an uzi to put you down, so be it. If you're a preternatural and you kill a human being, it's all over for you as far as the law is concerned. If you weave any harmful magic or psychic ability, roll a human's mind, or induce or be-spell a person into sexual acts, don't be surprised if a judge signs an order of execution for you.
Vampire executioners, before the new laws, have been grandfathered into U.S. Marshal status, allowing them to have jurisdiction to operate in any part of the United States involving preternatural beings. Today, any future vampire executioners just getting into the business must work their way into having such status like any other U.S. Marshal.
Because of how hard it has become to have legal status in the world at all, many shifters and vampires across the US have formed their own communities which they manage on their own to keep negative media press at bay. Masters of the City, who stake claim over the vampires of a particular city, enforce their own laws over the vampires who take residence in them, and punish them as they see fit. Many of them require the vampires in their city to reside by human law, as well as the Master of the City's own. Likewise, a local wolf pack may chase out or kill any rogue wolves in the area that do not join or make themselves known to the pack if they seek safe passage through the city, if they do not join the pack. This is all in the name of preserving what rights preternaturals do have, and hopefully will someday have as equal grounding with humans as they can. Currently Active Laws - Be-spelling, casting magic or using psychic abilities to enslave, harm or kill another person is considered a capital offense. Be it in intentions of good or bad, stealing a person's free will is going against their God-given right.
- Though it is legal to cause mass hypnosis it is illegal to enslave an individual using this technique. Because mass hypnosis is very rarely permanent, the law is rather loose surrounding this ability.
- Drinking the blood of a minor is illegal. Because minors have no rights until the age of eighteen, vampire bites are treated as buying tobacco.
- Turning a minor or an adult into a vampire against their will is a capital offense. This takes away their freedom of choice and infringes on their right to live.
- Killing a person through feeding is considered murder, whether it be through accident or if it's purposely done.
- Giving lycanthropy to anyone against their will is illegal. In some states, if it is given willingly it is dealt with under different standards.
- Passing on lycanthropy intentionally is a capital offense. Anytime something dangerous is treated in this manner the criminal in question will be subjected to the highest degree of punishment.
Pending Laws - The legalization of a cure, which has been created for the supernatural populace that is infected with lycanthropy or vampirism is still waiting on the go-ahead from Congress, as well as from the various Masters of the City in regards to their own population. A few Masters are still unwilling to allow this abomination into their cities and thus continue to fight for their right to be what they are, as well as for their territory.
- The right to vote, which is still only a right of humans, is being pressed forward in Congress to allow supernaturals the same chance. Though there are more humans that vote against supernaturals, having a representative in Congress does help them.
