> Short-prep wars are mandatory although it can be put to a vote. If voted against, the war is cancelled. If voted on favour, there's only one exception for awolling a short-prep:
> If you are on a non-recoverable activity or quest (requires you to start what you were doing all over again if you interrupt what you are doing, like Fire Cape Caves, for example), you are allowed to skip that war.
> Otherwise, you are supposed to attend to all wars.
