Foreign Affairs Minister, Olugbenga Ashiru and the Nigerian delegation arrived at a Bejeing Military District training area known as "Red Dragon II" where they were greeted by his counterpart Foreign Minister of the People's Republic of China Yang Jiechi and a military honor guard. The Nigerian delegation was then whisked away in Chinese Army ZBD-97s to observe a firepower demonstration.

Elements of the PLAs 65th Army Group conducted the demonstration.The firepower demonstration featured a simulated attack on a "Blue Force" Defensive Positions that included Airstrikes by Xian JH-7A fighter-bombers and Z-10 attack helicopters which were then followed up by an artillery bombardment to "destroy and suppress" the fortified positions. A mechanized unit that included ZBD-97s,then conducted the final assault to secure the position.

After the conclusion of the firepower demonstration,the Foreign Affairs Minister, Olugbenga Ashiru and the Nigerian delegation were allowed to inspect and ask questions about the various arms and equipment used during the demonstration at various static displays located on site.
The Nigerian delegation was also allowed to test fire the weapons systems of the ZBD-97 and several other small arms and anti-tank weapons.

The Nigerian delegation was then flown by VIP helicopter to a conference center located nearby to begin the meeting.

Yang Jiechi: Well gentleman,that was quite an exciting morning which brings me to the first point of what I would like to discuss today with you Arms sales and what we can offer you. Do you have any questions ?

Foreign Affairs Minister, Olugbenga Ashiru, Defense Minister, Murtala Shehu Yar'Adua, and the rest the Nigerian delegation was impressed.

Defense Minister, Yar'Adua pointed to Foreign Minister Ashiru, to pass him the Specifications for the Xian JH-7A .

Then he looked over to one of the Nigerian Air Force Generals, what do you think, The Nigerian Air Force General, nodded in approval as the JH-7A pass over head. Defense Minister, Yar'Adua scribed a quick note and passed it to the lead Nigerian Air Force General.

The Nigerian Air Force General, looked over the note, then scribed a quick note himself then passed it back to Defense Minister, Yar'Adua.

Defense Minister, Yar'Adua then turned to People's Republic of China Foreign Minister ,Jiechi.

Foreign Minister Jiechi, My Generals are vary impressed with the JH-7A it has a vary good payload for a Fighter-bomber we may start with in order of 12 and maybe 12 more in the future to outfit a close air support squadron. But before we talk about the price of such in order, we would like to no about the ZBD-08 IFV and how it differs form the ZBD-97 IFV? and what's the going price for the ZBD-08 IFV and JH-7A individually?

When Defense Minister, Yar'Adua was done speeking Foreign Minister Jiechi, added most of are procurement funds are alrady allacated to combat the northern insurgency, for 2013 but for 2014 we will have around 1.1 billion for procurement, so any orders placed today will have to be with credit to be paid back in 2014.

At the present time the ZBD-08 is still undergoing field trials and is not ready for the export market. We can however fill an immediate order for any number of the ZBD-97s you may require at $2 million each and revisit the ZBD-08 order once they become available for export.

We can also provide on-site training and support in their use and maintenance for which we will provide 33 vehicles (at no cost to you) for this purpose.

Terms of purchase for the ZBD-97 vehicles will be credit with 1st payment due 1Q 2014.
Up to 50% of the total vehicle order will be delivered prior to 1Q 2014 with the balance of the vehicle order to be delivered once payment begins 1Q 2014.

Defense Minister, Yar'Adua rubbed his chin, takeing a minute to think befor speaking.

Foreign Minister Jiechi your terms are agreeable, and my nation will start with an order of (95) ZBD-97s to replace are older IFV's. For a total coast of 195 million to be paid 1q of 2014. We also plan to make in order for (50-100) ZBD-08 when it becomes available on the pretext that it is considerably better than the ZBD-97s IFV.

With that said Nigeria would also like to place in order for (24) JH-7A to also be paid 1q 2014 with in option for (24) more in 2016.

With the purchase of the JH-7A, we would also like to send (100) Nigerian candidates for air force training to china to be trained in the use of the JH-7A, over the next 4 years are. That would be (25) per-year for the next for years. Next I would like to see what type of ammunition package you would suggest for the JH-7A ? As you know we will be mostly using the JH-7A in a close air support/bombing role and in a air defense role if ever necessary.

From there I would like to move onto the Nigerian Navy, now I will note that we will not be upgrading are naval force until around 2017 as that's when the majority of are navy will be retired. And at this point we are only looking for OPV's, Corvette, Missile boats and small patrol vessels . So I would like to see a display of Chinese naval equipment if at all possible.

33 ZBD 97 vehicles for the purpose of training and maintenance will arrive 4Q 2012 along with instructors and maintenance technicians to train your personnel in the vehicles care and use.

45 ZBD-97 vehicles will be delivered 1Q2013 with the balance of the order of 50 vehicles to be delivered 1Q 2014.

The price for the JH-7A is $25 million. In addition we would like to recommend that you purchase L-15 trainer aircraft. The L-15 can serve as both a basic and advanced jet trainer as well as serve as a light attack aircraft and as such would be able to replace several different types of aircraft that the Nigerian Air Force presently operates thereby reducing the overall operational costs for the Nigerian Air Force. The price for an L-15 is $15 million.

For pilot and maintenance training we can provide training here for up to 2 years. During this time we will work with you to help establish the support and training infrastructure necessary in Nigeria so that so that your Air Force will be able to train and maintain its own pilots and planes.

24 JH 7A aircraft will be delivered 1Q 2014
To exercise your option for the additional 24 JH-7A aircraft you must notify us by 1Q 2015 so we will have time to Que in their production.

Defense Minister, Yar'Adua nodded

Your terms are agreeable we will also place in order for (10) L-15 Advanced Jet Trainers for a total price of 150 million, making are combined total of 945 million to be paid 1q 2014.

Defense Minister, Yar'Adua signed the contract and awaited his Chinese counterpart to do the same.
