The Ministry of Foreign Affairs of the Islamic Republic of Iran is the primary executive cabinet department responsible for foreign relations of, and management of international relations and cooperation for the Islamic Republic of Iran. The Ministry's headquarters is located in the Bagh-e Melli neighborhood of central Tehran.

The foreign policy of the Islamic Republic is coordinated through the President of the Islamic Republic, via the foreign minister, and the Guardian of the Islamic Revolution, The Supreme Leader Ayatollah Ali Khamenei. Iran's foreign policy seeks to maintain peaceful relations with all nations of the world, and to foster an environment of expanded and enhanced international cooperation in which all nations are held equal under the international system. Iran's foreign policy emphasizes multilateralism, self-determination, national sovereignty, and development.

Allow me to begin by saying that China unequivocally supports your drive towards a forum for natural gas exporters. As we have seen with organizations like OPEC, broader cooperation in all sectors of the energy industry generally yield positive effects for the world. It also does a great deal to address concerns for nations such as China with regards to production quotas and such. As a gesture of good will, to signify the amicable relations between our nations, I would like to offer Chinese financing for the construction of this new forum's headquarters building.

I would like to pay a visit to Tehran to discuss this as well as some other matters. We are particularly keen to evaluate some possibilities of broader strategic cooperation in the face of increasing Western irredentism.

Re: Iran to China Highway

We are contacting you in order to see if additions could be made to the planned highway. Currently, the plan is to construct the highway from Iran via Afghanistan to Tajikistan. From Tajikistan it would continue on to Kyrgyzstan and finally China.

We have no problem with the route of the planned highway. But we would like to add another route. Sort of like a spur to the main planned highway. It would go eastward through Tajikistan to China thus no need to go via Kyrgyzstan. In the end two, different highways into China from Iran and Tajikistan would be best since weather or other unforceseen events could close one of the highways.

We will be contacting the Chinese after we hear from you on our purposal.

The response to the Iranian Ambassador was delivered in person by the Spanish government, cloaked, as recommended, by an invitation to a regular series on Persian film at the Iranology Center in Madrid. It did not carry the official emblems of the Spanish government, but instead a series of small, affiliated cultural programs. [SIC]

Dear Your Excellency Ali Akbar Salehi,

The Syrian crisis has endangered the standard logistical route employed by the Islamic Revolutionary Guards Corps (IRGC) to supply the Resistance with weaponry, and therefore an alternate route must be established in the event of political collapse in Syria. The IRGC has effectively supported the Party of God for decades, assisting in the provision of materiel, an effective missile deterrent toward the Zionist Entity and considerable funds. Under no circumstances does the Party of God wish to see this support compromised, and therefore mutual preparation for all scenarios is central to our organisation's success.

The Syrian-Lebanese border region remains unstable, with the Lebanese military's chronic ineffectiveness exposed in its lacklustre securing of a largely informal border. South of Baalbek, the border region is unsupervised desert: several years ago, a group of British television presenters crossed it unhindered by security forces! This prevalent lawlessness is characterised by multiple smuggling routes of unpaved roads carrying Free Syrian Army (FSA) weaponry and counterfeit goods. IRGC supplies could run covertly through this smuggling network.

Alternatively, Iranian materiel may be carried navally - the Party of God proposes a series of Iranian-Lebanese commercial contracts to disguise this network. Nonetheless, unless the Iranian navy wishes to develop a Mediterranean presence, this route will be ineffective in wartime due to probable Zionist blockade of Lebanon and potential American blockade of Iran.

Party of God operatives have drafted a potential smuggling route running from Damascus to Baalbek to relevant headquarters, either crossing the desert border or through affiliated military checkpoints. Ultimately, the operation will be determined by the needs and capabilities of the Revolutionary Guards.

Although my beliefs compel distress over the blasphemous publication appearing in An-Nahar, my honourable position within the Lebanese Government and as a public citizen entails objective judgement in a confessionally diverse state. Understanding the contribution of the Islamic Republic to the Lebanese peace process, and its cordial relationship with several Lebanese political parties, the student editorial demanding the Iranian state's dissolution is rightly concerning to the latter's leadership and citizens. The Islamic Republic's concern is understandable and justified, said both as a Shi'ite Muslim and a Lebanese government minister.

The Lebanese Government's values Iran's endorsement of its healthy tradition of civil discourse, although acknowledges the destabilising and negative effects of extremist, virulent expression. It is a social imperative of the Lebanese state to maintain this tradition. However, radical misuse of this human right encourages political and societal instability and warrants suppression, a universal policy imposing civilised limitations on public discourse.

The Lebanese Government is still discussing its proper response to the publication, and a ruling shall be delivered promptly. Mohammad-Jean Suletan, the article's propagator, has been secretly placed under Internal Security Forces (ISF) protection after he expressed fear of attempts on his life, and the Lebanese Government requests the Islamic Republic's government maintains the secrecy surrounding this protection.

Lebanon has the most active and vibrant media in the Arab world, and no state effort shall curtail this famous national tradition.

I contact you today to broach several topics. The first being the cement plant in Alexandria, I should like to 'ink the deal' so to speak and return with assurances for the somewhat restless youths in the area that they will soon have jobs to alleviate the bubbling pot of angst.

The second, I should like to ask for investment in expanding the steel and automotive industries with the construction of new smelters and production lines. It is my intention to begin apprenticeships in the new year which will provide staffing for these facilities in two years time. In return, I should like to offer the National Iranian Oil Company prospecting rights in the Eastern Desert where extensive oil shale deposits are believed to exist.

Finally, I would like to propose a deal in line with your offer to supply southern Europe with oil. At risk of suffering repercussions from the United States if they buy your oil, I would like to propose an 'oil laundering' deal whereby Egypt will buy Iranian oil below the market value and then sell it to Europe. To all intents and purposes the oil is Egyptian and provides your treasury with more income than you would get with no exports at all.

Obviously this would be kept as clandestine as possible to prevent the Americans finding out and cutting both our throats!

You will have seen the recent announcement from Riyadh, in which the House of Saud has openly pledged extra support for the Syrian rebels. As the Quds Force appears to have assets deployed in Syria to support President Assad (OOC: see here and here, I propose that the Quds Force and the GRU cooperate in an attempt to identify and track Saudi arms shipments to Syria. The information we gather could then be passed along to Assad's security forces to enable them to act upon it.

Iran's excellent intelligent-gathering capability in the region, coupled with the contacts and experience gained by the Quds Force in recent years with their operations in Iraq and Lebanon, could be crucial in helping to tip the balance against Saudi intervention. I am keen to work with your organisation to help to prop up our mutual ally.
