In light of the recent declaration of a new economic bloc in Southern Europe lead from Madrid with the pointed omission of Germany it has fallen to Berlin once again to seek partners for the European Union. Despite outward appearances there will most likely be strong investment opportunities in the Eurozone shortly upon the close of the current summit and this would be a subject which I would be interested in opening a discussion with you regarding. As you might appreciate the declared support of this bloc by the Japanese, a state which has long been one of Germany's preferred trading partners in the east has worried the Minister for Finance. Therefore the future of German trade and investment in Asia would be foremost on our minds.

In conjunction with this, while there has long been an open and strong trade relationship between our states in light of the Spanish depression we have grown wary of building an economy based too much on domestic demand. While the EU would be our preferable trade partner due to the provisions in place it seems that the Spanish actions will close half the continent to German overtures. As such we see this as an opportunity to create and define a strategic economic relationship with the People's Republic if such sentiments are reflected on your end.

Greetings from Tajikistan

We are contacting you in order to get your stance on the addition of a new highway spur that we think should be added to the proposed Iran to China Highway. Currently, the highway is planned to go from Iran via Afghanistan to Tajikistan. From our Tajikistan it would continue on to Kyrgyzstan and into China.

Our plan would involved building this highway spur from Dushanbe east toward China. Thus, this project will include two highway that will enter China. The advantageous of this is that if one highway is closed due to weather or some other circumstances that trade will continue via the other highway that enters China. This spur highway east via Tajikistan would also help open up the Tajik eastern region of Nogoro-Badakshan and would greatly help in curving unlawful elements based there.

Of course, we would have no problem supplying the workers but the financing part would be on Chinas shoulders.

I will be awaiting your response.

Our proposed meeting is made on behalf of the EU to represent the recently passed new measures in regards to turning around the recent debt and confidence crisis in Europe. In regards to the management of formal relation being managed by the EEAS, Germany would not see this changed, however it seems possible that based upon the wilful arrogance displayed by certain nations in what seems to be an attempt to undermine the new German proposed measures.

As such in the hopes of avoiding a forced disintegration of the Eurozone and by extension the EU due to personal dislike for the Federal Republic the Government of Germany finds that it must adct swiftly to head off the draining of much needed international good will into a useless and self-effacing summit in Beijing.

So to some up, Germany wishes to put before you a request for PRC involvement in the new European Financial Plans. Alongside this will be s reaffirming of the strength of friendship between Germany and the People's Republic and a discussion of possible technological friendships in the future.

We have received your message on our Highway purposal. But it seems you misunderstood us. We are not planning a new Highway but an expansion and paving of the current Highway. This is much cheaper then constructing a new highway over untouched raw land.

The project would involve reconstructing parts of the the Pamir Highway M-41 (E-008 - European Route number from Dushanbe to Murghab). It would also involved improving the new Highway which travels east after connecting to the Pamir Highway North of Murghab. This Highway crosses the Kumar pass into China and connects with Chinas Karakoram Highway. So far this is the only direct connection between Tajikistan and China which does not involve traveling through other nations. Currently, commercial traffic has been increasing on this mountain pass highway.

So, I hope you see the importance of this project. It would greatly help economically open up the Tajik autonomous region of Gorno Badakhshan and the Chinese autonomous region of Xinjiang . Also, it would assist in quickly moving troops to areas controlled by radical elements which would like subvert Tajik control over Gorno Badakhstan and Chinese control over Xinjiang.


So we hope you agree to this project. But we must insist that at least 80% of the workers hired should be Tajik. Has you know we still have some who do not trust foreigners. But we are sure if China uses Tajik workers that this will greatly help cement the ties between our two nations.

This is to inform you that we accept your purposal. Chinese firms will be invited to mine the Big Kon-i Mansur mine. We also have no problems with letting a Chinese company take care of the wastes produced by TALCO when we finally decide to implement a new waste disposal project for TALCO.

I should mention that Uzbekistan environmental complaints against Tajikistan has nothing to do with our decision to agree to the provision on TALCO. We know tthe Uzbekistan government does not care about the environment. If they did they would not let the Aral Sea dry up. Has you know, the drying up of the Aral sea is considered a huge environmental disaster.

So we just need to agree on a date and place to sign the agreement. we will let that up to you.

In reply to your message, you need not worry about Indian exploration and mining companies interfering with the Chinese companies mining at Big Kon-i Mansur. During the negotiations we made it quite clear to the Indian government that the areas they would be mining would not include Big Big Kon-i Mansur mining area.

Your offer to renegotiate the agreement has very good terms, especially the section on the rail-line. But, unfortunately, the agreement with India cannot be unilaterally changed. I should remind you that unlike India, we have leased agricultural land to China, which is not very popular in Tajikistan, for rice farming.

I believe a compromise would be to divide Tajikistan into East and West for purposes of the Pamir Highway. Therefore, West of Longtitude 71 would be rebuilt by India while everything East of Longtitute 71 would be rebuilt by China. The cost saved will allow for the building of a rail-line. Its a win-win for all involved. And do not worry about the Big Kon-i Mansur mine. China has absolute mining rights over that mine for years to come.

Depending on your decision, I will contact india on this new Pamir Highway and rail-line arrangement.

We have been looking at your purposal. We, generally, approve of it but we must insist on some changes. Changes will be shown in blue.

The following is your purposal with our changes.

China will fund the construction of a new rail line from Kashgar to Dushanbe. We will pay for the costs out of pocket (estimated at upwards of $200 million). We will also build extend this rail connection to our mining interests (estimated at $25 million). We will also connect the rail station in Dushanbe to the southern system (estimated at $25 million). In return, you will provide us with the previously agreed upon rights with regards to Big Kon-i Mansur and TALCO. In addition to these agreed-upon concessions, the Eastern railroad system (connecting Kashgar, Big Kon-i Mansur, and Dushanbe)

will be jointly owned by Tajikistan (51% ownership) and China (49% ownership). However, the rail-line will be operated by a Chinese firm which must employ at least 50% Tajikistan workers.

The chinese firm that run the rail-line will pay the appropriate taxes and fees to the government in Dushanbe for usage (fees and taxes shall be set at the rate for all other rail, prorated due to size differences). This will alleviate the need of Tajikistan's domestic railroad corporations to procure rail cars capable of operating on the Standard gauge (which is in use by China). Additionally, a rail change station will be constructed on the outskirts of Dushanbe at Chinese expense to minimize the break of gauge.

With regards to the central railroad (connecting the current northern and southern lines), the Chinese firm responsible for the Eastern railroad system will lease that rail to the Tajikistani government for $1 per annum and take 15% of all railroad dues in payment. Ownership will revert to Tajikisan after 35 years. This railroad's maintenance and operation shall be the responsibility of a Tajikistani firm. It will be constructed in Russian gauge to minimize any disruption of transit.

While we nevertheless note Chinese concern in the matter, the transaction in question was between a private citizen living in the Tokyo area, the government of Okinawa prefecture, and the Government of Japan. Thus Japan's recent actions (unilateral, as internal affairs of a nation should be) regarding the Senkaku Islands were merely a resolution of an internal dispute.
