Offshore Patrol Vessel Response

Brazil suggests Turkey join Brazil's indigenous corvette program, as was suggested in the recent meeting between defence ministers in Brasilia. While corvette variants are not likely to enter service for some years, it would be possible to use the design for an OPV (thanks to the relative simplicity of task) in shorter notice, with full technology transfer and building in Turkey, as it would be a joint project.

Later, when modules for other missions become available (proposals include: missile carrying, unmanned vehicle host, and mine warfare) Turkey would be able to purchase modules to allow the Turkish Navy to convert its OPVs to perform other tasks whenever desired (for example, were a high intensity war to arise, OPVs would be less useful, so it would be prudent to convert them to carry missiles or sweep mines).

We believe it would be possible for the first ship to be in commission by around 2020, with the cost of 10 ships coming in around $1 Billion. The pace at which development could occur is largely dependent on the extent of Turkish interest. A complete design proposal is expected by July 1st, 2015.

This represents an excellent opportunity to include Turkish content (including R&D work), keep costs low, provide for potential future expansion of capability, standardize warships under 2000t, and further cooperation between Brasilia and Ankara.

In regards to your prior inquiry as to the status of the first two Seawolf class submarines for potential Turkish service. It is the view of the American Government that with our changed foreign policy and the rapid development of other states in the field of military technology that the previously small group of nuclear-boat operating states would be increasing and it is of course in our interest to make sure that the majority of those new recruits are from our own friendship groups, thus supporting Turkey at this stage is a viable option.

The United States would be willing to provide both boats, a substantial training package including across the board training, support in the upgrading of facilities and the routine deployment of one of our own nuclear submarines for cooperation and training exercises. We anticipate the overall cost of this program to you being a rate of approximately one billion USD per submarine, which is of course a significant reduction of its previous market price. The United States Government does recognise the benefits that this will bring to our own budget keeping and does anticipate speeding up the introduction and construction schedule of their replacements, likely whilst maintaining at least one Los Angeles class vessel in service for slightly longer.

This package would include the obligatory pre-service refit, conducted in the United States due to its nature but with Turkish workers if required and where possible, as well as a portion of the United States’ spares stockpile for these boats bar a portion that may be required for the unit we will retain in service.

As an alternative older model Los Angeles class units could potentially be offered with a refit for Turkish service although his concept is not preferable to the United States and we doubt that it would be for the Turkish Navy either. Despite their longstanding service and reliability they are well worn boats and would probably not take too well to substantial refits this late in their life cycle.

SSN Proposal

EMGEPRON offers the Tancredo Neves-class SSN. The Tancredo Neves class is a lengthened Barracuda-class SSN with correspondingly greater displacement (~6000t). The submarine is armed with only four 533mm torpedo tubes, but has significant capacity for the carriage of munitions (20 torpedoes, 12 cruise missiles). The additional size is to compensate for Brazil's indigenous reactor technology, which is not as miniaturization as that of France, and provisions for vertical launch systems for our indigenous cruise missiles.

The submarine is designed to be effective in anti-submarine, anti-ship, land attack, intelligence gathering, and special forces deployment (carrying up to 12 commandos) missions. Depending on Turkey's level of research into naval nuclear propulsion, we would be willing to assist in the development of a Turkish analogue to our own propulsion systems. We would allow complete technology transfer in keeping with our partnership with Turkey and France. Unit cost would be $2 Billion, with all the construction in Turkey, and build-to-commission time estimated at seven years, pending French approval (considering much of the design is sourced from France).

As Germany to Turkey

Germany offers four Dolphin-class AIP submarines to Turkey for $2.6 Billion, with 75% of construction in Turkey. Each submarine carries ten torpedo tubes, four of which are 650mm tubes optimized for the launch of land attack cruise missiles from submerged firing positions.

Each submarine has a complement of 35 (plus ten additional accommodation for commandos or other passengers), a top speed of 20kts. The design is capable of a range of 8000nm at 8kts on the surface, or 400nm at identical speeds submerged. Endurance is 30 days.

Navantia is further pleased to offer the S-80 class submarine to fulfill the Turkish Navy's Naval Attack Submarine tender. Navantia's offering is by far the most modern tested design of its competitors, enabling a wider range of capabilities and superior range and endurance (aided by a relatively small crew and high degree of automation). The S-80 is equipped with a revolutionary AIP system which is capable of employing low-grade bio-ethanol and extremely efficient, on top of its impressive 300 kW of power generation.

The S-80 meets Turkey's land-attack missile requirement with the highly successful U.S.-made TACTOM. Other American innovations include a open architecture integrated combat management system and sonar suite developed by Lockheed Martin and based on the U.S. Virginia -class. Further similarities with the Virginia-class include its active torpedo discharge system and mast construction. Permission to transfer these technologies has already been obtained from the United States government.

Navantia offers a $2.4 billion contract for the construction of four vessels, all but the first of which could be built in Turkey. Again, we stress to Turkey that the S-80 is the most capable, modern design with minimal risk and relatively rapid field time.

SSK Tender
Rosoboronexport would like to submit three possible tenders to Turkey for their consideration.
Tender #1 is a specialized class of Imp. Kilo-class submarines. This submarine can arguably be called the most exported submarine in history and is still one of the better ones on the market today. Russia could build these at a rate of 1 laid down per year, delivered after three years, with six months to one year of sea trials at a cost of $300 million. 75% completion in Turkey possible.

Tender #2 is the more advanced Amur-class Submarine. Introducing AIP, increased stealth and better weapons than the Imp. Kilo-class, they come in at $450 million and can compete with ships like the Type 212, Dolphin-class and other western SSKs. 75% completion in Turkey possible.

Tender #3 provides more involvement for Turkey, better options for Turkish industry and a way for Turkey and Russia to further their diplomatic and military relations.
Following the failure of the Lada-type submarines with regards to Russian expectations, we have ordered additional Kilo-class submarines, but this is by no means an optimal solution.
We therefore propose a joint solution between Turkey and Russia to develop, design and build a new class of advanced submarines. This would allow Turkey to stipulate requirements, gain expertise in developing and constructing submarines and associated systems, and give plenty of contractor opportunities to Turkish companies.
Such a class would obviously be built with full tech transfer between the parties, and could be built 100% in Turkey, with assistance from Russian and Turkish sub-contractors.

Offshore Patrol Vessel Negotiations
As an update to talks on the future Turkish procurement of an OPV, a design proposal is now available to our Turkish allies. Costs are still estimated to be in keeping with the aforementioned $1 Billion for 10 ships, with the cost to equip them for other missions adding another $1-$2 Billion (depending on the specific equipment procured).

The present design does not include the 4 stipulated CIWS guns, with gun armament being comprised of six 7.62mm machineguns and miniguns in concert with two 30mm cannon for use against surface targets and an all-purpose 57mm gun; with CIWS armament presently comprising an America SeaRAM missile system (21 missiles). If Turkey wishes to install alternative gun/air defence armament in keeping with its wishes that would be within its rights as a partner to the project.

If negotiations move quickly, we believe it will be possibly for the first ship of the class for Turkey to be laid down in 2017 with commissioning in 2020.

Attack Submarine Tender

Daewoo Shipbuilding & Marine Engineering and Hyundai Heavy Industries are pleased to be able to offer the Obongsan-class SSK.

The vessel will contain eight 533mm torpedo tubes and six VLS cells capable of launching the Hyunmoo-III cruise missile. It possesses AIP and construction of the first South Korean vessel is due to begin in 2018 and, when introduced, will be the most modern conventionally powered submarine in service. We are prepared to come to some arrangement with regards to how construction is divided and/or whether a technology transfer should take place. The total cost for each vessel is $850 million.

Naval Attack Submarine Tender

RDB's Improved Kilo-/Amur-class submission eliminated.

The Turkish National Defense Ministry has lodged the submission from Daewoo/Hyundai HI and will include the tender in considerations. However, clarification is required on three points:
As specified in the tender requirements, Turkey will require a minimum of 75% construction done in Turkey (three of a projected four vessels), or 50% of construction done in Turkish shipyards with a full technology transfer. Is Daewoo/HHI capable of meeting one of these requirements, and if so, which option is Daewoo/HHI's preferred contract option?
Secondly, the Turkish National Defense Ministry inquires as to the compatibility of the vessels' VLSs with cruise missiles other than the Hyunmoo-III. Specifically, what diameter is the vessel's VLS, and in either case, is a specified number of Hyunmoo-III munitions included in the price?
Lastly, what is the projected timetable for completion of the theoretical contract? Depending on how much construction is done in Turkey, one or two vessels will be built in South Korean shipyards, and we request a projected timetable for their completion.

In anything other than flat calm waters this vessel becomes almost invisible. It's compressed steam turbines are almost silent and it is impossible to spot on radar or sonar when it is almost submerged as well as being very hard to spot from a ship.

1) Our preference is for 75% of vessels to be constructed in Turkey, but we are prepared to grant the second option if necessary. However, in either case, Turkey must commit to ensure that the vessels (or any derivative technology) are not transferred to another user without prior consent from Seoul.

2) The VLS used is the K-VLS, which is essentially a Korean version of the Mk 41 VLS system commonly used by many navies around the world (including on the Turkish Navy's Barbaros class frigates and G class frigates). Any munitions capable of being used in the Mk 41 are also compatible with the K-VLS.

3) The design is currently being finalised and construction of the first submarine is due to begin in 2018 with sea trials in late 2020/early 2021 and commissioning expected in 2022. Naturally, being the first vessel of its class will mean a longer construction and trial phase. Future vessels may see their construction time reduced. We anticipate, therefore, that one vessel could be constructed by Q1 2022 and a second by Q1 2024.

Medium Combat Vehicle ~ $3.5 billion budgeted
The Medium Combat Vehicle Program is a proposal to provide the Turkish Land Forces with a new line of ATGM-capable land vehicles to replace the ACV-ATV tank destroyers and expand the Turkish Army's armoured vehicle capability. Proposals should seek to provide the Turkish Army with a single line of uniform vehicles, modified to utilize Turkish weapons, systems, and equipment to the maximum extent possible and provide the Turkish domestic defense industry the most latitude for production, modification, and technical experience. An estimated 700 vehicles will comprise the initial tender.
Requirements
- 15-25 tons at full payload weight
- Minimum speed of 100km/h; minimum operational range of 600kms.
- Armament should include 105mm gun, twin 120mm mortars or a combination thereof in addition to guided-missile turret compatible with the UMTAS Anti-Tank Guided Missile.
- Priority will be given to amphibious and air-transportable proposals.
- Full licensed production and applicable technology transfers required.

Light Armoured Combat Vehicle ~ $1 billion budgeted

As Italy.

Iveco and Oto Melara are delighted that our VBM Freccia has been nominated as possible competitor for Turkey's ATGM Vehicle requirement. We can provide the required 700 units at a total cost of up to $3.5 billion, with licensed production of a potential further order. We will provide vehicles for testing and demonstrations as required.

Light Combat Vehicle Tender
Iveco welcome Turkey's interest in the Light Multirole Vehicle. We can provide 400 units at a total cost of $1 billion and would welcome a potential further contract at a later date. Should Iveco be selected for both this and the ATGM contract we are confident a deal could arranged regarding licensed production and pricing. Testing and demonstration of the vehicle can be provided at any time.

As Germany.

Rheinmetall LandSysteme can provide the requested 400 Light Infantry Vehicle for Special Operations (LIV-SO) vehicles for $1 billion. We will endeavour to provide vehicles for testing as soon as possible.


As Switzerland.

MOWAG are pleased to hear that the Eagle has been determined as a competitor for Turkey's Light Combat Vehicle requirement. We are confident we can provide the 400 units you seek for a total cost of $1 billion, though this could be negotiated down if future orders are guaranteed. We will provide vehicles for testing as required.

As Finland.

Patria would like to offer the MGS AMW for Turkey's ATGM Vehicle requirement. We believe we can provide 700 units for the offered $3.5 billion and accept licensed production of both a potential further order and the original order. As such, Patria is invited to bid for the contract. We will provide vehicles for testing as required.
