Saudi Arabian Ministry of Defence:

The Kingdom of Saudi Arabia would like to reiterate our commitment to the purchase of 72 further Eurofighter with 48 to be assembled within the Kingdom of Saudi Arabia. Her Majesty's Government applauds the Kingdom's request, and certainly welcomes it. The proposition to assembly the aircraft in Saudi Arabia can not be agreed upon, as final assembly of the Eurofighter for our own purposes is conducted in the United Kingdom. We can however assure that the Euroradar be integrated at a later date can be accomplished.
Her Majesty's Government hopes that the allied Kingdom will find this suitable. Delivery of 18 aircraft can take place in the fourth quarter of this year, with 18 delivered in subsequent third quarters until full delivery.

OFFICAL RFPs FROM THE INDIAN MILITARY


With the long term modernization projects of the Indian Army, the following have been approved by the MoD, and we presently invite the indicated firms to review tender requirements and submit a bid under the appropriate Request For Proposal.


Self-Propelled (Tracked) Artillery:
BAE Systems Land & Armaments's AS90 Braveheart has been determined as a possible competitor for India's SP(T)A requirement, which seeks 100 units at a total cost of up to $800 million, with additional orders likely, and is invited to bid for the contract. It is preferred that prototype and/or production units, if possible, be made available for competitive testing. Offers must be forwarded to the project team by Q2 2013 for consideration.

After conducting a lengthy internal defensive review, the United Arab Emirates would like to formally place an order for 60 Eurofighter aircraft, for a total sum of $9 billion spread over five years - annual payments of $1.8 billion. As with our counterparts in the Gulf, we would request the upgrading of our aircraft with the Euroradar once it becomes operational.

Thus, in summary, we would like to purchase 60 Eurofighter Typhoon Tranche 3A for $9 billion ($150 million/unit) spread over five years to amount to annual payments of $1.8 billion.

The Indian Air Force seeks authorization and support for the licensed domestic production of twenty-one (21) BAe Hawk 132 jet trainers, as a follow-on to previous contracts. The 21 aircraft will be used to equip the IAF's Surya Kiran Aerobatic Team. The total value of the contract, including production sourced to Indian firms, is expected to be approximately $700 million.

The United States seeks to replace the Deepwater Program for our Coast Guard with individual contracts for off-the-shelf vessels to equip our forces, as part of this we seek to procure the plans for the Rolls-Royce UT512, UT512L and UT 504. We intend to modify these vessels, in association with Rolls-Royce and our shipyards, to meet our individual specifications which will include fitting larger armament 57mm instead of 40mm (As offered) and replacing interior fittings with the USCG standards. We envisage procuring approximately twenty UT 512L to replace existing units with several UT 512s procured for special deployments and approximately four UT 504s for the training role.

General Announcement
The Ministry of Defence has arranged a special, one year discount for members of the Commonwealth. Item depending, member states of the Commonwealth will receive a 5-10% discount on all newly constructed military wares.

India
The price for this purchase as part of the Commonwealth Defense Program is $665 million, with delivery of seven aircraft to take place per quarter from 2Q 2013.

United States
To procure license contract work for these vessels, it will cost $1 million per vessel. A counter offer is that these vessels be constructed in Britain, under the oversight of American officials, as per their requirements without these license costs, as a means of keeping open this line of ships.

Due to the number of vessels to be built the United States would prefer domestic production, we also note that Britain lacks the shipyards at present to build them at the required pace for our needs* and thus we will purchace the export licence at the given rate with an addition two million funded to allow observers from BAE to be resident in the United States as observers and to improve communication lines between your yard building them for Iceland and our yards as well as the Chileans who have previously built the Thor.

*With the CVFs taking up the main yards, the Type 45 yards taking on the work for the second carrier and the Icelandic order you would pretty much have nothing left and it is always good to keep a few empty for emergency orders.

The HMS Ocean is not for sale as yet, though BAE systems has designed a new Ocean II concept that could be produced for nearly the same low price of the in service Ocean.
The Ministry of Defence will notify the Brazilian MoD if and when Challenger 2 tanks of the British Army become available; the production of them ended some time ago and BAE Land will not be re-opening the lines until an updated/upgraded version is available for the British Army.

South Africa
The total cost for the Super Lynx order is $555 million, with 4 delivered per quarter from 2Q 2013.
**AW AH1: (Estimated) unit cost of $65 million, including munitions package, brings total to $370.5 million (after Commonwealth Defense Program rebate). Delivery for 4Q 2013
**Requires American approval: I will handle this part, and update here. May also be subject to if the production line is even still open. If not, the AH-64 is the obvious alternative.
The HMS Ocean herself is not for sale, however a similarly designed and slightly larger priced option is available for construction.
The Challenger tank is also not available for sale as yet, and we will notify the South African Ministry of Defense if and when units become available.

Vietnam
As the British Army undergoes its force structure adjustments, the amount of Challenger tanks required is uncertain, and assuredly will be considered with the utmost haste possible without compromising our national security. We will inform the Vietnamese defense officials if and when units become available.

Merkuh
We would tend to agree that it would be best that these vessels be constructed in the United States. It would seem fair that our ally equally could use job creation, and subsequently we can be inclined to agree to allow this deal to go through as suggested, and appreciate the notions of involving our officials in addition to Chilean workers.
ooc: and while I'm thinking about it...
It is also our understanding that the South African government has requested to purchase 6 AugustaWestland AH1 helicopters, the license build model of the Boeing AH-64. We request authorization to conduct this production for our Commonwealth ally.

Brazil would like to order one Wave class oiler to be built in Brazil, for $190 million USD (to be paid upfront). We would expect commissioning in 2016.

We are also confirming the beginning of previously agreed license production of Port of Spain class OPVs.

Regarding the Lyxn helicopter we would like to produce some in south africa as we would like our defense industries to grow and would like to be able to have a helicopter to be able to produce and not have to wait for the long shipment time, so how much would a production lincense cost. For the alternative we accept but ask that we could have observers see it built and south african industries to outfit the equipment. Lastly could there be any way for lower prices on anything, and regarding the challenger tank are you not able to produce enough.

(OCC I have replyed in our bilateral meeting.)

As the attack helicopters are a license production from the US, we can not accept such a proposal. We however will invite a quantitatively feasible amount of observers to their production. We additionally advise against the notion that retooling South African assembly lines would be faster; the adverse is actually true, and would significantly increase the cost of the relatively cheap helicopter. On pricing, the previously mentioned discount was applied, which amounted to well over 5% reduction. We can alternatively manufacture the parts to these helicopters and have them assembled in South Africa, if it would be cost effective (some systems may come pre-installed if deemed too risky for assembly in SA).

The Challenger is no longer in production, and the only available units will be those left over from the shuffling of forces underway.

Iceland
I guess approved, with delivery to have occurred well before the next Iceland player would need it.

well I wish to know one thing if south africa production lines are retooled would they be able to alwys produce the helicopters.

(PS there is a agreement I proposed in the meeting we have in bilateral that pertains to this arms deal)

Directed to BAE Systems Surface Ships

The Coast Guard of the Republic of Georgia would like to inquire as to if it is possible to purchase a licence to produce the 7-Strong class (Greek Roussen class ) Fast attack craft. This licence would cover upto six vessels to be built in Georgia, and we are prepared to pay upto $5million per ship for the licence to do so, however this is a negotiatable price.

Specifically, India will require a variant that does not utilize Denel's M64 BMCS, as this firm is currently blacklisted. Thus, an alternative (OOC: hint hint) is required. If BAe can offer a suitable system, please contact our project team by Q1 2014 for inclusion in the RFP process.
