"The People's Republic would be very friendly towards amending the resolution with a clause that requests Syria release its chemical weapons stockpiles to the Russian Federation. We believe this would be a tremendous step forward. If Chinese assistance or mediation is desired, we would more than willing to assist.

"We do share some misgivings with regards to Clause III. It would be our preference to see this removed until such time as the Arab League presents a clear plan of action for intervening in Syria. However, understanding the difficulty of passing such a measure, we would be willing to withhold our veto and simply abstain from this vote."

[OOC: Sorry if I botch the note or miss your point. There are two different resolutions floating around here and a couple different arguments and I'm starting to lose track!]

The Jordanians receive the five-hundred-and-sixty-fifth note of the meeting:

Such an Egyptian-Saudi proposal is utterly stupid, anyways. As much as our Navy covets live target practice, we would've expected better of the Saudis. In any event, we thank you for being the voice of reason.

If the Arab League is willing to accept something like joint sanction for NATO and the Arab League ("recognizing these organizations unique stake in region") or something of the sort, then this becomes far more acceptable to the United States.

How does that sound?

I'm a bit confused as to why Section III, regarding chemical weapons stockpiles, is being mentioned in relation to the Arab League, which Section III does not mention...]]

The Japanese ambassador felt the need to speak up to clarify Section III:

"Tokyo would like to make it known that it fully understands reservations with regards to Section III of the resolution and does not oppose an amendment to the resolution with regards to chemical weapons transfers. However, Tokyo also feels that it must clarify for delegates that Section III, as it stands, merely requires Syria to confirm that the chemical weapons stockpiles are safe and secure from effectively falling into the hands of rebel or unsavory forces and submit to international monitoring of Syrian chemical weapons inventories.

"The reason that the resolutions falls short of demanding the destruction, transfer out of the country, or otherwise loss of control of these assets by the Syrian government is because of the very real likelihood that Bashar al-Assad would merely reject the requirement. The Assad government's trump card, if you will, are the threat of these weapons being used by some faction to disastrous effects, and views these assets as the only real deterrent against foreign aggression or intervention. While Japan is naturally severely disconcerted about the presence of such treacherous weapons of mass destruction in the country, a resolution calling for their removal out of the hands of government forces -- even to a friendly nation -- is almost guaranteed to fail, especially since there has been no indication that Assad is willing to relinquish control of them. Therefore, in order to avoid a clause which is ineffective and assured to be ignored, Tokyo instead opted for a more moderate approach that would put these assets under the supervision of the international community without explicitly requiring their removal, in order to hopefully elicit a more amenable response from Damascus.

"With regards to the Arab League resolution, Tokyo would also like to clarify that this proposed resolution also does not explicitly adopt the Arab League Syrian Resolution as it reads, merely endorses the spirit of the resolution's attempts to broker peace. This resolution, even if passed as-is, does not legitimize or authorize any intervention in Syria by the Arab League or any other party. While Tokyo is not opposed to an amendment on the matter, we feel that the matter warranted clarification in the event there was any perception by delegates present that the resolution adopted, authorized, or codified into international law the Arab League's resolution. This is not the case."

Another note is handed to the Americans: I believe that that a NATO-UAC joint approval clause would be enough support for the principle members of the Sunni-bloc, i.e. Jordan, Saudis the Gulf States, to carry through a compromise. Egypt is an entirely different matter and we will earnestly attempt to convince them of the merits of this compromise.
