I'm a bit confused as to why Section III, regarding chemical weapons stockpiles, is being mentioned in relation to the Arab League, which Section III does not mention...]]The Japanese ambassador felt the need to speak up to clarify Section III: "Tokyo would like to make it known that it fully understands reservations with regards to Section III of the resolution and does not oppose an amendment to the resolution with regards to chemical weapons transfers. However, Tokyo also feels that it must clarify for delegates that Section III, as it stands, merely requires Syria to confirm that the chemical weapons stockpiles are safe and secure from effectively falling into the hands of rebel or unsavory forces and submit to international monitoring of Syrian chemical weapons inventories.
"The reason that the resolutions falls short of demanding the destruction, transfer out of the country, or otherwise loss of control of these assets by the Syrian government is because of the very real likelihood that Bashar al-Assad would merely reject the requirement. The Assad government's trump card, if you will, are the threat of these weapons being used by some faction to disastrous effects, and views these assets as the only real deterrent against foreign aggression or intervention. While Japan is naturally severely disconcerted about the presence of such treacherous weapons of mass destruction in the country, a resolution calling for their removal out of the hands of government forces -- even to a friendly nation -- is almost guaranteed to fail, especially since there has been no indication that Assad is willing to relinquish control of them. Therefore, in order to avoid a clause which is ineffective and assured to be ignored, Tokyo instead opted for a more moderate approach that would put these assets under the supervision of the international community without explicitly requiring their removal, in order to hopefully elicit a more amenable response from Damascus.
"With regards to the Arab League resolution, Tokyo would also like to clarify that this proposed resolution also does not explicitly adopt the Arab League Syrian Resolution as it reads, merely endorses the spirit of the resolution's attempts to broker peace. This resolution, even if passed as-is, does not legitimize or authorize any intervention in Syria by the Arab League or any other party. While Tokyo is not opposed to an amendment on the matter, we feel that the matter warranted clarification in the event there was any perception by delegates present that the resolution adopted, authorized, or codified into international law the Arab League's resolution. This is not the case."

Another note is handed to the Americans: I believe that that a NATO-UAC joint approval clause would be enough support for the principle members of the Sunni-bloc, i.e. Jordan, Saudis the Gulf States, to carry through a compromise. Egypt is an entirely different matter and we will earnestly attempt to convince them of the merits of this compromise.
