SPANISH MILITARY EQUIPMENT You know you want one. This is a collection of items Spain is currently offering, could offer, and may be able to provide in the next 10 years. It is by no means complete, but most of what you might want should be in here. *Units marked with an asterisk (*) are multinational products that may need approval from other partners as well. CURRENTLY ON THE MARKET: Ground Units* LT-105 Light Tank: ~$10 million – (based on Pizarro price) * ASCOD/Pizarro IFV: $7.5 million – (based on Spanish procurementBMR-600 APC: $500,000 – (based on this data) Aircraft* Eurofighter Typhoon Tranche 3A: $125 million – (based on full cost estimate for Austria) * A330 MRTT: $300+ million – (so sayeth Australian deal) * A310 MRTT: $50 million to upgrade existing aircraft – (based on Canadian data) * CN-235-300M Maritime Patrol: $60 million – (based on Mexican request) C-295: $27 million – (based on 2005 contract) * CN-235: $25 million – (source now dead link) Naval UnitsJuan Carlos 1 LHD/Carrier ~$700 million – (based on Australian Canberra contract) * S-80 Submarine: $600 million – (based on original production contract) * Scorpène Submarine: $400-550 million, depending on options (India paid over $500 million each for 6 AIP versions) Alvaro de Bazan FFG: $950+ million – (based on cost of the last one) BAM OPV: $120 million – (based on this) Galicia LPD: $260 million - (based on Malaysian estimates) Cantabria Replenishment Ship: $300 million - (based on Spanish contract) FUTURE SYSTEMSSince I stuck all the ships that will be entering service in the next few years with the currently offered, there’s really nothing here. Aside from its role in the A400M Air* A400M: ~$180-200+ million export, with service probably around 2016, based on South African buy and Malaysian update* Tolarion UAV System: ~$100-110 million for 4 aircraft & 2 ground stations based on other units. Multinational jet-powered UAV. Some sources indicate 2013 IOC, but that may be just a first flight. Since other actions speak louder than forecasts, I would suggest a 2017 entry date.

The Argentine Ministry of Defense is interested in procuring 5 AS565 SB to fill our anti-submarine warfare role. This deal has previously been approved by the French government, and as part of the Eurocopter program, Spanish approval is also required for a sale to be finalized. We humbly request your approval of this sale, and should it be recieved, the money will be transferred to Eurcopter.
Thank you,
Minister of Defense

It is preferred that prototype and/or production aircraft, if possible, be made available for competitive testing. Offers must be forwarded to the project team by Q1 2013 for consideration.

CONGRATULATIONS The Indian Navy is pleased to announce that the BPE has been selected as the winner of the LHD competition, owing to lower risk and greater capability than the Italian entry. The Navy hereby wishes to negotiate for the procurement of two (2) vessels, with full transfer of technology and support for domestic production of an additional vessel, and option for a fourth domestically produced vessel. All units will have the following changes implemented: 1) Bow ski jump removed and replaced with uniform flight deck, providing additional landing spot and 2 additional parking spots. 2) Installation and integration of 1 Barak point defense system, with engagement radars & 32 VLS cells. 3) Addition of 4 Ak-630M CIWS systems 4) Replacement of Lanza-N & Aries radars with locally sourced units for greater commonality with existing naval vessels. 5) Communications and combat systems compliant with Indian Navy requirements. The total estimated cost per vessel is $750 million, with Navantia's share estimated at $650 million for each Spanish vessel, and $200 million for each Indian-built unit. Related to this purchase, the Indian Navy will also be seeking sixteen (16) LCM-1E fast landing craft to operate from these vessels and others, estimated at $400 million. We wish to construct at least 10 of these domestically with full transfer of technology, with an option for four (4) more.

| QUOTE (Spain (JCU) @ 25 Apr 2012 00.04.33) | INDIA:
Navantia thanks the Indian Navy for its encouraging vote of confidence. India's terms are very much acceptable. The first Spanish-produced vessel will be laid down in 2015 and delivered in 2017, with the second laid down in 2016 and delivered in 2018, contingent on successful integration of desired Indian systems. Full transfer of technology and support are approved for the third and possible fourth vessels.
Sixteen LCM-1E will be delivered by Q4 2016. Transfer of technology is likewise granted.
OOC: Also, with regard to the MRMR competition, does "Competitive Bidding" require action on our part? |
OOC: I'd originally intended to, but it required both Spain and either France or Italy to be active, which didn't appear to be the case. If you're in, however . . . Just remember that the basic C-295 is over $5 million more than the basic ATR-72 (not surprising considering 6.5 times as many ATR-72s have been built), and an armed MPA version with a full sensor suite is about $60 million to the ATR-72's $55. After shortlisting, cost is the main factor, not performance. So, if you want to stand a chance, you'll have to come up with some good ways to get it down by about $5 million without Italy pulling something. However, if you want to really have fun, you can PM me and I'll release the bids only after both sides have done so, or the other has failed to respond.

OFFICAL RFP FROM THE INDIAN MILITARY With the long term modernization projects of the Indian Army, the following have been approved by the MoD, and we presently invite the indicated firms to review tender requirements and submit a bid under the appropriate Request For Proposal. Project 71A Submarine TenderNavantia's S-80 submarine has been determined as a possible competitor for India's Project 71A submarine requirement, which seeks 6 advanced AIP submarines, with full transfer of technology, and an option for 3 more. As such, Navantia is invited to bid for the contract. It is preferred that at least prototype and/or production units of components, if possible, be made available for competitive testing. Offers must be forwarded to the project team by the end of Q1 2016 for consideration. OOC: I'll be nice and note that the basic unit doesn't meet requirements. It needs either VLS or 650mm tubes to launch Brahmos.
