Military budgets must be in USD, and determined (at least initially) in one of two manners:
1) Copied from an official source, preferrably for 2008 or 2009, but earlier is acceptable if it's both desired, and the most recent available (this may be checked!)
2) If recent budget data (2007 or later) is not available, calculations can be made based on the stated percentage of the NOMINAL (aka Official Exchange Rate) GDP as found in locations such as wiki or the CIA World Factbook.
