Mr Serdyukov,

I feel it is appropriate that I send this message to you directly rather than pass it on via Rosoboronexport, as you may be aware my nation had been in the process of turning to Russia to assist in the modernisation of our armed forces, unfortunately due to the ongoing economic meltdown incurred by the greedy West and as a result of our own domestic political problems our credit and budget availability have taken a turn for the worse.

We would still be very interested in purchasing the previously offered Kilo submarines as well as both the Su-35 and the Mig-29, the issue boils down to the duration of payment that Moscow would be prepared to accept and whether a line of credit, similar to the Foreign Military Funding doled out by the United States, may be available. Of course I would never expect your nation to write a cheque for no return, so after consultation with my President we are contemplating offering the Russian Navy a supply and maintenance facility at Alexandria as your current facility in Tartus, Syria may potentially be at risk.

In addition to this offer, I would like to expand upon the recent leak made by a Minister regarding the denuclearisation of the Suez Canal. In the near future it is likely that the Canal will no longer permit the passage of nuclear powered warships under any circumstances nor those suspected of carrying nuclear arms without inspection of the vessels being permitted. This decision comes in light of the passage of nuclear armed Israeli submarines transiting Egyptian territory as well as the use of the Canal by the United States in an effort to bully and intimidate Iran through the deployment of its battle groups.

If you are interested in reopening your facilities at Alexandria and can offer the Egyptian people a greater degree of security then please do get in touch with my Ministry.

We would be looking at an initial contract to acquire 40 Su-35BM to replace the remaining J-7 Airguard in EAF service, the $3billion price is however out of our reach. If payment could be arranged over a fifteen year period or perhaps subsidised as part of a 25 year lease for Russian ships to operate from Alexandria this would be most satisfactory.

Regarding an airfield, Alexandria's airport is currently undergoing major modernisation. It would not be beyond our capabilities to militarise the airfield and provide features such as hardened shelters, crew quarters, maintenance facilities, though the civil and search and rescue functions carried out from the main airport would still operate. As for restrictions, we would only ask that nuclear arms not be permitted in the port. Dredging operations and the construction of jetties and facilities to support ships up to a displacement of 55,000 tonnes should be achievable, more than enough to host any Russian warship.

We would welcome Russian assistance in strengthening our air defence network, already we have agreed a deal to purchase the S-400 system though if the delivery schedule could be advanced in any way this would great appreciated. We would also be keen to establish advanced intelligence gathering facilities along our borders with Libya, Sudan and Israel. We would equally welcome you to conduct exercises here in Egypt, it would improve the quality of our pilots as well as giving your own aircrews the opportunity to train against modern F-16s and the Patriot PAC3 system.

The airport is scheduled for completion by Q3 2013, and the military modifications required for you will take place alongside the current construction, assistance both in designing and constructing the port would certainly speed up building and we would be confident that we could have facilities operational by 2014 at the latest.

The support of Russian intelligence in reforming the Mukhabarat is something we feel should take priority, the Mukhabarat is still riddled with the agents of the old regime and their sympathies to the United States and Israel mean they cannot be relied upon. Aside from that, SIGINT facilities would be a good start. I look forward to working with your people and heralding a new era in Russo-Egyptian relations.

In light of the recent declaration of a new economic bloc in Southern Europe lead from Madrid with the pointed omission of Germany it has fallen to Berlin once again to seek partners for the European Union. Despite outward appearances there will most likely be strong investment opportunities in the Eurozone shortly upon the close of the current summit and this would be a subject which I would be interested in opening a discussion with you regarding.

Alongside this would be the discussion of widening the long standing trade relationship between the Federal Republic and Russia. With the United States seemingly willing to turn towards Spain as being at the helm of Europe and France taking a stance more Madrid aligned it has become imperative that Germany build upon pre-existing international trade links. As such, while we recognise the somewhat protectionist stance taken by Russia in the past we would be interested if the Russian Federation would be intrigued by a formalised strategic economic relationship between Germany and Russia.

We are contacting you in order to know what the Russian government plans are when it comes to the current hostile government in Uzbekistan. Has you must know by now, they were the ones who destroyed the rail-line which went to Tajikistan and which connected us to the world. They also at times have prevented us from crossing into Uzbek territory on roads that easily reroute again back into Tajikistan. These reroutes are important in reaching parts of Tajikistan that are hard to get to via Tajik territory. They have also at times cut electrical power to Tajik industries. And then there is the SCO. At times they seem to want nothng to do with it.

Because of all of this we would like our Russian friends to put pressure on the Uzbekistan government. We would also like 40 of your best attack helicopters and training for the Tajik Air Force personnel who would use them. Just to remind you, in our agreement to allow Russians to base in Tajikistan, Russia agreed to supply us with weapons. And Tajikistan being a very mountainous region I think attack helicopters would be best. Afterall, having hundreds of tanks in a nation which has few flat space makes no sense.

We will be awaiting our reply.

I would at this time like to let you and your government know that companies from India, China and possibly the US will be financing, rebuilding and or constructing roads, bridges, tunnels and rail-lines in Tajikistan. Has you already know, good infrastructure is indeed lacking in our nation. All this affects our economy and security. But with the improvements things should change. Mostly Tajiks will be employed in these projects. Russian troops based in Tajikistan will also benefit by these important infrastructure projects at no cost to Russia.

Before I forget, when will the next SCO meeting be. We are quite interested in knowing the latest developments in the SCO.

Unquestionably the Syrian Arab Republic must have international support, which you prove willing to provide, and for which I thank you immensely.

I read the news, and not merely my own. I know exactly how my efforts line up with the international community and who is hedging their bets. Thus, your question as to when or what conditions may conspire to allow my leave of the office of presidency, and I can only say that I am relatively unsure to be honest. I recognize that my tenure is legally up in less than two years. I also have every reason to believe that my exit would lead to outright civil war, immeasurably larger in scale than those circumstances present. Consequently, to borrow the Western term, I would be willing to stand down "when the security situation is stable" within that two year window. Objectively speaking, I have considered a year early resignation, enabling one of the Vice Presidents to act in the interim to hold new elections. Mister Prime Minister, I have no intention of leaving on bad terms with the Syrian people.

Objectively speaking, my aspiration for the resolve of this issue is exponentially large compared to many others. The ideal calls for the handing over several powers constitutionally to the Prime Minister, shy of authorizing full military control. For the time being, our government must retain control and secure the country. We have outlined new orders for our military to the effect of having them become more respectable by the countrymen. We are providing new opportunities for Sunni commands and are seeking training partners to bolster the professionalism of our forces. We need extensive support here, and we had hoped to approach the Russian Federation on this matter, specifically to open up multinational training with Egypt by way of Tartus, thus expanding the Russian presence on our soil. Ideally, with a better situation within a year, I can effectively resign and hand over a relatively stable country to a Vice President, after passing some of the proposed changes, taking what we can gather from the opposition into strong consideration. So many want the opposition to take over, but the fact remains they are unconsolidated and simply unfit to takeover without substantial support; they must be integrated into a political process that allows them to have a voice. We have no interest in militarily defeating our people, as there is no such victory in it.

We need material support as well. Be it energy, ammunition, food, water, and basic necessities. This is to provide basic supplies to those in the cities and to begin providing an alternative refugee camp situation, allowing people to leave the more violent cities while reducing the stresses that have been pushed upon our neighbors.

In exchange for a non-removal of my government in full, I will additionally order the initiation of a destruction of chemical and biological weapons. I believe that their destruction will enable additional breathing room from the international community and should reduce questions about this government. As an insurance policy, I wish to also seek a safe haven for members of my family to go, ideally Russia. Let us be honest, if there is an effort to remove me, they are in danger more so, failing to mention the security situation.

This government remains willing to listen to the Free Syrian Army and other opposition figures, but their continued efforts of rebellion and fighting are detrimental more so to the Syrian Arab Republic and her people. It is simply disgusting Mister Medvedev.

I should hope that our Chinese friends will enable us or come to a conclusive result which will become acceptable to Syrians and the international community.

Such an establishment is most welcomed by the Egyptian armed forces, we would recommend an area 150km south-west of Alexandria which will provide access to Russian forces arriving into Alexandria. There is no doubt that our forces have much to offer one another! The offer to meet the costs of the facility is very generous, perhaps in the future the site could host SCO exercises in open desert warfare, that is if Russia would endorse Egyptian membership to the SCO of course...

We were shocked, absolutely shocked, to find out about the incident in xinjiang which resulted in the injury of three Russian citizens. Also, it was alarming that it happened so close to our border with China. If is for this reason that we will be on the lookout for any person or persons illegally crossing the border into Tajikistan from China.

Has you know my father, the President, is running for re-election. We hope incidents like these do not occur in Tajikistan at this time since ion the one hand they could prove to be problematic for my fathers re-election while on the other hand it could be a win for the Islamic hardline parties.

That is why we have negotiated with certain groups in Badakshan. But I can assure you that after the election we will once again go after them in full force. When that happens we hope our Russian friends will send troops to help us. Russian investments in that part of Badakshan would also go a long way in stabilizing that area.

Ideally, this system would serve as a viable counterpart to THAAD and combine both Russian and Chinese knowledge and technical expertise. Is your government amenable to such an arrangement?

It has come to our attention that the Russian Federation recently negotiated to secure basing rights in Yemen. In our discussion with Yemeni authorities, we attempted to minimize the size of foreign naval bases as we expected the Indians to attempt to secure a nearby naval facility. Greetings once again.

It seems that the Chinese government, without proof I must add, thinks that armed groups from Tajikistan were responsible for that incident in Xinjiang. Therefore, they have taken it upon themselves to unilaterally take things into their own hands. They have even taken this to the UNSC when they should have taken any grievances they have with Tajikistan directly to us or at least to the SCO.

What we seek from Russia is that you represent Tajikistan at this UNSC meeting since our representative to the UN is not in town. Hopefully, this absurd resolution will be seen for what it is.

I will do what I can to move the Saudi's away from this absurd course of action, words cannot describe the confusion their decisions are causing within the State Department. Fearful of Turkish intervention in Syria our reports indicate they are arming the rebels, yet the rebels are attacking the Turks which will lead to a Turkish intervention. Furthermore, they are threatening your country for supporting the government while ignoring the fact that they are the only ones fanning the flames by arming the remnants of the resistance.

While I have your attention, I would like to raise a concern that the President has regarding Iran. Iran is in trouble, the Ayatollah has died, the current President has ruled out any future negotiations and also denied that they were seeking long range missiles and subsequently tested a missile with a range of 5,000km, enough to bring all of Europe and much of Russia within distance of striking.

I will put it bluntly, unless Iran's programs can be brought to a halt, it is likely that the European NATO members will seek more missile interceptors to defend against a future Iranian threat, something that will cause friction between our own relations which is in neither of our interests. President Romney has made it clear that all options remain on the table to deal with Iran, military intervention is the last resort, but with every passing month it becomes more and more likely. Are there any circumstances at all under which Russia would support such action or does a nuclear weapon on your southern flank in the hands of a regime with ties to the insurgencies in the Caucasus acceptable?

The Kingdom of Saudi Arabia has every right to take a stance in this regional matter, While the Russian federation preaches to us that we are a problem not a solution to the situation, Russia is the exact same by providing weapons and equipment to Assad. Let it be known if we do in any way blockade your Tartus base it would be by land in Syrian territory, to which you would be very foolish to take as an act of war. While you may see our actions as hostile, tell me this minister what has the international community done past condemnation to end the civil war in Syria? I can think of a whole lot of nothing off the top of my head. We are tired of inaction by the international community, if that Russian federation doesn't like the stance we have taken so be it. We can, and will consider all our legal options before making any move on Syria, however continuing to provide heavy weapons to Assad while not dealing with the threat to his chemical weapons stockpiles which could easily be transferred to anti-Israel terrorists, then it is Russia that is just as much of a problem as we are.

The Kingdom of Saudi Arabia has in no way shape or form said we are supplying weapons to the Syrian opposition, while we have provided funds and humanitarian aid that has been the extent of our involvement. Before Russia starts telling us what is Illegal under international law, maybe it should actually follow through with the Peace plan in Georgia? or perhaps stop providing arms an training to separatists in Georgia? Separatists only you and your very close puppets say have claim to be a country while at the same time denying Chechnya the right to independence. Perhaps even the invasion of Canadian waters to plant a flag on the north pole which is in Canadian territorial waters because you want the oil. Yes do tell us what is Illegal under international law, Minister take your bullying else where, just because Russia is large and powerful doesn't mean you get to have your way. We will take all consideration of Moscow's stance when we act however we will not restrain from taking an action because Moscow has a grievance with it.

Minister Lavrov,

I have brought up the concerns of the United States regarding Saudi financing for the terrorist elements in Syria with the Saudi authorities. While we have no time for Assad, the inability of the international community to come to agreement in the interest of the Syrian people has resigned them to their fate at the hand of this brutal man and prolonging the violence further will only see the death toll soar once more. Besides which, our indications are that Assad has all but destroyed what resistance there was and so all the Saudi money will do is see a terrorist campaign waged against the regime which will kill civilians which will place President Romney in a rather awkward position.

I am aware that Russia has ceased arms shipments to Syria and I can only commend you on this step, unfortunately at present we have no way of halting Saudi arms shipments to the rebels. In the event that the Saudis take things too far however, the United States will support Russia if it forced to defend itself and we will review our arrangements with the Saudi government. The Defence Security Cooperation Agency is already under pressure to halt the delivery of Saudi Arabia's warships in the coming year, though this decision will be taken at a later date.

I think the best solution for all involved would be for President Assad to step down from his position and hand power over pending an election. In one fell swoop this would remove the threat of Saudi interference, remove the threat of Turkish intervention in Syria and ease tensions in the region. If things continue as they are then the United States is obliged to side with Turkey and we cannot conduct counter-terrorist raids outside our own borders and condemn Turkey for doing the same. I'm sure you can understand given the situation in the Caucasus that if Syria cannot control terrorist elements operating with impunity from inside its territory, Turkey has little option but to respond.

Mr President,

Thank you for the kind words expressed by you in this upsetting and troubling time, I will pass on the condolences to the families. You are quite right that not enough has been done cooperatively in the war on terror and this is something I believe we should address, though this may be easier said than done given the fundamental institutional differences in the way our forces operate. A cooperative effort may work however, with American forces offering more of a carrot than the Russian stick. Perhaps this is something for your Defence Minister and Secretary Lehman to discuss.

I feel I should take this opportunity to inform you that American forces will soon be in position to launch air and missile strikes against terrorist training camps inside Syria in areas where the government has lost control, I can assure you that Syrian government and military sites will not be targeted and this is not the initial wave of strikes to remove the regime of President Assad. American forces will not enter Syrian territory on the ground unless absolutely necessary for search and rescue purposes.

While this is far from ideal given the scenario Syria finds itself in and implies a message of duplicity, we have urged President Assad to implement reforms and to stand down and embrace the international community to bring an end to the violence in Syria, going so far as to recommend that if he takes this opportunity to establish a transitional government the United States will not pursue him or senior regime aides.

I think the time has now come that we work together to bring peace to Syria, rather than allowing it to become the new Afghanistan. It obviously doesn't have to become a fully fledged Western aligned democracy, it just cannot continue under the rule of President Assad in my opinion. Do you have any recommended or preferential outcomes for Syria?

President Putin,

As you know tensions on the Korean Peninsula are at an all time high with the recent assassination of the North Korean leader. My department has received this worrying diplomatic communiqué from the Democratic People's Republic of Korea. My government wishes to stress that we were not involved in the killing of the North Korean leader. We will even be willing to submit to an international investigation to prove our innocence.

It is my hope that we can avoid a restart of the Korean war at all costs. If it were to restart the region will be thrown into chaos. My government has always stood peace and the respect of international law. I do not want to see the death of any civilian, North or South, so I am willing to do anything to prevent this from escalating any further.

I ask that Moscow exert any of her influence within the regime Pyongyang and to reassure them that we did not play any part in the death of the North Korean leader. I also ask that they stand down and resume diplomatic discussions within the framework of the Six Party talks and other international avenues through regional and international powers and organizations.

The situation on the Korean Peninsula has reached a point at which a tough decision has had to be made, the mobilization of the North Korean armed forces has left us no option but to conduct a pre-emptive strike against North Korea to remove as much of the threat that they pose as possible. In three hours time the opening salvo of American strikes will begin.

This is not a situation the United States welcomes or wished for, however we must do all that we can to limit the damage North Korea will be able to inflict. There is no intention to invade North Korea or to change the regime in Pyongyang.
